Commissioners Present:

Howard Burgess, Jerry Stearns, Andrew McKane and Raymond Leonard



The Commissioners reviewed the minutes for December 5, 2013 and took no action.

The Commissioners reviewed the minutes for December 19, 2013. Mr. Leonard cited several spelling corrections. Mr. Leonard cited a section in the minutes and said he had received a call from Selectperson Mr. Don Chioffi and that he ( Mr. Chioffi ) wanted to know if Mr. Leonard had the latest draft of the Solar Facility Siting Standards (SFSS). Mr. Leonard said he told Mr. Chioffi that he did not have the latest copy.



Town Administrator, Mr. Joseph Zingale Jr told Mr. Leonard that he (Mr. Zingale) had mailed Mr. Leonard two copies of the SFSS and that he also emailed the same two documents to Mr. Leonard. Mr. Zingale said that when he questioned Mr. Leonard on the matter he said he told Mr. Chioffi that he (Mr. Leonard) had so many copies that he (Mr. Leonard) did not know which was the latest copy.



Mr. Leonard said he told Mr. Chioffi that he (Mr. Leonard) had received a number of copies. Mr. Stearns said he received two copies from Mr. Zingale. Mr. Zingale cited the fact that Mr. Peter Yankowski had told the Commissioners that the 2% language should be put back into the proposed amendment and that the Commissioners did not do so.



Mr. Leonard moved to approve the December 19, 2013 minutes with corrections. Mr. Stearns made a second to the motion. The motion passed unanimously.



Mr. Zingale presented a mylar map which had been submitted to the the Town for recording by the Keirsteads. Mr. Zingale said he thinks a subdivision is taking place and he displayed the mylar to be recorded and the property as shown on the Town property maps. Mr. Burgess said the new deed indicates a half acre is being transferred. Mr. Burgess said the proposed recording is a subdivision.



Mr. Zingale will notify the Keirsteads that they need to meet with the Commission regarding receiving subdivision approval.



Mr. Zingale cited correspondence from the Agency of Natural Resources entering an appearance in the proposed groSolar Public Service Board hearing.



Mr. Stearns questioned why the Select Board would meet in executive session with groSolar representatives. Mr. Stearns asked what is the crime in everyone knowing. He said he does not understand why everything is so hush hush.



Mr. Zingale will mail the Town Plan to commissioners who will begin work revising the Town Plan. Mr. Zingale said the Commission needs to address transportation and solar issues.



Mr. Leonard moved to close the meeting. Mr. Burgess made a second to the motion. The motion passed unanimously.
