MINUTES

6-6-13


Meeting open at 7:00 PM


Commissioners Present:


Howard Burgess, William Matteson, Charles Vajda, Tony Flory, Jerry Stearns and Raymond Leonard


Mr. Vajda moved to approve the 5-2-13 minutes with changes. Mr. Burgess made a second to the motion. The motion passed unanimously.


Mr. Stearns moved to approve the 5-16-13 minutes as written. Mr. Vadja made a second to the motion. The motion passed unanimously.


Gerald & Catherine Nugent met with the Commission regarding a two lot sketch plan hearing. Mr. Nugent presented a map and answered questions raised by the Commissioners.


Mr. Nugent told the Commissioners that he wants to subdivide the lot he owns into two lots with an apartment house on each lot. He said presently the two apartment building are on the same parcel. He told the Commissioners that there are five units in one building and two units in the other building.


Mr. Nugent told the Commissioners that each apartment building has its own septic system. Mr. Nugent said he receives water from a well, which is located across the road in Mendon.


Mr. Matteson informed Mr. Nugent that he will also need to receive a State subdivision permit. The Commission scheduled the Nugent subdivision for a final hearing on July 18, 2013.


The Commissioners reviewed the final checklist requirements with the Nugents. Mr. Flory moved to schedule the final hearing for July 18, 2013. Mr. Leonard made a second to the motion. The motion passed unanimously.


Town Administrator, Mr. Joseph Zingale Jr., informed the Commissioners that the Keirsteads would like to know if they would have to survey their entire property in order to create a new lot. Mr. Zingale presented a map for review.


The Commissioners reviewed the map. Mr. Stearns made a motion that the parcel be surveyed if the new parcel is to be a separate lot. Mr. Burgess made a second tot he motion. The motion passed unanimously.


The Commissioners reviewed a proposed amendment to the Town Subdivision Regulations regarding the requirement to submit a digital map file to the Planning Commission. Mr. Zingale said both the Town attorney and the attorney with VLCT said the Commission has the authority to require the submital of a digital map file.


Mr. Matteson read the proposed public notice. The Commissioners discussed the proposed notice. Mr. Burgess said the Commission needs to specify the type of digital file, which must be submitted. Mr. Zingale said he would revise the amendment to state to the State Coordinate System.


Mr. Flory moved to adjourn the meeting. Mr. Vajda made a second to the motion. The motion passed unanimously.
