Meeting open at 7:00 PM


Commissioners Present:


Raymond Leonard, Howard Burgess, William Matteson and Andrew McKane



Mr. Matteson moved to table the 7-17-14 minutes until the next meeting. Mr. Leonard made a second to the motion. The motion passed unanimously.


Mr. Bove handed out the latest version of the Draft Town Plan 2014.

Mr. Matteson said due to time considerations the Commission should use the existing Town land Use Map in the re-adoption unless there is something that is way out of whack and should be changed.


He said over the next few months Commissioners could review the Lane Use Map and contact landowners to have an intelligent and productive discussion regarding making changes to the map.


He said he would rather do as he has proposed verses making changes and stirring up a bees nest before land owners have an opportunity to comment. Mr. Burgess said it will take time to make changes to the map. Mr. McKane said he agrees that the Commission should not make changes to the Land Use Map at this time.


Commissioners discussed whether the "Utility" District should just be for electric utilities. Mr. Matteson cited the fact that other utilities such as water and sewer are not included. Mr. Burgess said they should be added to the map.


Commissioners decided to add Town Fire District well lots as "Utility" District. Mr. Matteson moved for changes to be made as discussed tonight to the Town of Rutland Land Use map. Mr. Burgess made a second to the motion. The motion passed unanimously.


Mr. Burgess said the starting year on the graph on page three should be 1900 not 1880. Mr. Bove will make the change. Mr. Burgess also cited several punctuation, grammar and other corrections.


Mr. Bove explained where he moved sections of the Town Plan. Mr. Bove informed Commissioners that he added two permitted uses to "Affordable Housing". He said he added "Clustering PUD" and "Retail/Commercial" to the "Affordable Housing" District.


Mr. Bove questioned if the Commissioners want to continue to allow two living units in the Rural Residential 10 District. Mr. Bove will add language specifying the use is allowed in connection with agricultural farming.




Mr. Matteson moved to schedule the Planning Commission Town Plan adoption public hearing for September 4, 2014 at 7:00 P.M. Mr. Burgess made a second to the motion. The motion passed unanimously.


Mr. Matteson moved to adjourn the meeting. Mr. Leonard made a second to the motion. The motion passed unanimously.
