MINUTES

Meeting open at 7:00 PM
Commissioners Present:
Howard Burgess, William Matteson , Charles Vajda, Andrew Mc Kane, Anthony Flory and Raymond Leonard
The Commissioners reviewed the 9-19-13 minutes. Mr. McKane moved to accept the 9-19-13 minutes as written. Mr. Vajda made a second to the motion. The motion passed unanimously.
Mr. Leonard moved to approve the 10-3-13 as presented. Mr. Flory made a second to the motion. The motion passed unanimously.
The Commissioners reviewed the 10-17-13 minutes. Mr. McKane said he thinks the decimal point is in the wrong place for the Kw setback standard. Mr. Matteson said the Commission
would correct the shat at the next meeting.
Mr. Matteson opened the Edwards final 2 lot subdivision hearing. Town resident and abutter Mr.
Gene Piscopo asked if the Edwards parcel could be re-subdivided. Mr. Matteson told Mr.
Piscopo that the land can be re-subdivided. Mr. Matteson said the Commission has no control
over the number of lots an individual can create.
Mr. Piscopo asked if a mobile home could be place on the new Edwards parcel. Mr. Matteson
said a mobile home could be place on the parcel. Mr. Piscopo said he has no problem with
the proposed lot.
Mr. Leonard questioned the applicant regarding the location of the proposed well and septic
sites. Mr. Matteson said the applicant must receive a septic and well permit from the State prior
to building.
Mr. Burgess moved to approve the subdivision as proposed. Mr. McKane made a second to
the motion. The motion passed unanimously.
Mr. Piscopo asked what is the minimal size lot allowed to be created. Mr. Matteson said the
size depends on water and septic approvals.
Town Administrator, Mr. Joseph Zingale briefed the Commission regarding the final Carris
Reels two lot subdivision proposal. Mr. McKane moved to schedule a subdivision final for
December 19, 2013 at 7:00 P.M. Mr. Vajda made a second to the motion. The motion passed
unanimously.
Mr. McKane read a proposed amendment to the Town's Solar Facility Siting Standards. "In
lieu of setbacks 50 feet or greater the following can be submitted if all conditions are met:
A 75 foot setback around the facility with conifer trees planted in two or more rows, closely.
spaced. Trees must be initially planted to a height equaling the height of the solar panels.
Plantings must be spaced so as to grow together in two seasons or less to provide a solid visual barnes.
If the 75 foot buffer is swaled (at an elevation lower than the adjacent roadway
or property) trees must be planted of a sufficient height to block view of the closest solar
panels at an elevation 5 feet above grade from the roadway or adjaacent property."
Mr. Burgess informed Commission that former Commissioner Mr. Richard Hoenes says,"Hi".
Mr. Mckane moved to close the meeting. Mr. Leonard made a second to the motion. The
motion passed unanimously.
