Miller reported the study is progressing. Wetland mitigation is an issue. One
of the earlier designs was modified. Tom Macauley, Rutland Development
Authority, explained per the modifications traffic can be moved by extending
Randbury Road around the west end of Park Street (Park Street will be closed).
The impact on the wetlands and the agricultural soils is deceased as a result.
The project can be phased. Bridges would be in the second phase. Operation of
the rail yard is improved in the first phase. The cost was decreased by a
third. There is no cloverleaf or overpasses of Route 4. Cars can still be
stacked in the yard. The design year is extended to 2025. The EIS should be
complete by the first half of next year.

According
to my research, Vtrans information online, an additional 2,700 to 3,000
vehicles a day would be routed from Forest Street (Rutland City) to Ranbury
Road, in Rutland Town.
I
suspect all new development on Ranbury Road (and in the area of Ranbury Road)
would be denied due to the traffic congestion an additional 3000 vehicles a day
would add to Ranbury Road.
I
would like to remind all concerned that Mr. Macauley is the Executive Director
of the Rutland City Redevelopment Authority. He does not work for the
Town nor do I believe he has the best interest of the Town in mind as he
attempts to relocate the Rutland City Rail Yard.
