Commissioners Present:

Howard Burgess, Charles Vajda, Raymond Leonard, Andrew McKane, Jerry Stearns and William Matteson

Mr. McKane moved to approve the 10-20-11 minutes. Mr. Vajda made a second to the motion. The motion passed unanimously.

Mr. Matteson welcomed the individuals in attendance for a discussion pertaining to a new proposed service road for the south end of town. Mr. Matteson cited the fact the Town has discussed the proposed road with Regional Planning and State officials.

He said the Town has stressed the fact the service road would alleviate some of the traffic on US RT 7 and also enhance the accessibilities to some of the properties located off the proposed new service road. Mr. Matteson cited the fact that it is very difficult to exit Ranbury Road.

He said the proposed new service road would extend from the Cold River Road & US RT 7 intersection down to Farrell Road. Mr. Matteson said the road would only happen if the property owners want the new road.

Mr. Matteson said the commission is looking for input from those in attendance.

The following items were mentioned or discussed:

The Smith Buick (Barnhart) property is critical to the project.
The Town has not yet decided how to fund or engineer the project
Mr. Hathaway and Mr. Zingale first came up with the concept
There are serious traffic issues at the Green mountain Plaza
US RT 7 will not get less busy in the future
A new service road make more sense than to fight over traffic issues with the State over Route 7
The City controls access to US RT 7 in the City and the State controls access to US RT 7 in the Town
The Town is trying to look ahead and plan for the future
There is the opportunity to build a new road before the proposed road location route is developed
Will the Town close the access to the so-called Jiffy Lube lot?
How far back from US RT 7 will the new road extend westward
Possibly make Randbury Road a right out only
Would open up land to street frontage
Align the new road with Farrell Road to allow for safe access for trucks entering Farrell Distributing
It will probably be two to three years before the Town has to decide how to fund the project
The new road project would go a lot smoother if landowners work with the Town.
There will be traffic improvements made to the intersections at the Holiday Inn when The Rutland Commons is constructed.
Explained the Town proposed slip lane access off US RT 7 to Farrell Road
Discussed alternate route from Randbury Road to Farrell Road on west side of McLaughlin building.
The likely travel speed for the new road would be 25 to 30 mph

The Commission will discuss the same topic at their December 1^st meeting.

Commissioners discussed the proposed service road further and took no action.

Commission to work on zoning at next meeting.
