PLANNING COMMISSION MEETING
AUGUST 20, 2009
MINUTES:
The meeting opened at 7:00
P.M.
Commission
members present: Howard Burgess, Richard Hoenes, William
Matteson, Andrew McKane, Jerry Stearns and Charles Vajda.
Review of the August 6, 2009 Minutes
The review of the August 6,
2009 minutes was tabled until the next meeting until more Commission members
and Ms. Godette could be present.
Dickinson Final Subdivision Hearing
Mr. Matteson began by
stating the hearing had been duly warned.
The waivers requested by Ms. Dickinson were reviewed. These included the following:
#18 – Showing the location of all trees
#20 – Showing all contour lines
#21 – Showing all parcels for public use
#22 – Showing the length of all straight lines and
deflection angles
The abutters were named,
which numbers six. The Vermont Railway
was represented at the meeting by Mr. Eric Benson. He stated his concern that the proposed access may be across the
railroad but he now understands that is not the case. He did mention that this issue could be kept
in mind for future subdivisions. Any egress or entrance onto Route 3 would need to be covered with the State for a
driveway permit. He gave a letter to
Mr. Matteson and said that the Vermont Railway would like to be part of the
record.
Mr. Burgess had questions
regarding some of the lines on the map.
This spurred a discussion concerning which parcel the subdivided lot
would be taken from. Originally Mr. Zingale thought that the lot would be
taken from the five acre parcel and this is how the warning was placed in the
Rutland Herald. However, it appears
that the lot is being taken out of the ninety nine acre piece and this would
include more abutters. Therefore, Mr.
Hoenes motioned to recess the subdivision until September 17, 2009 at 6:00 P.
M. so that the other abutters can be notified and the subdivision can be
rewarned. Mr. Stearns seconded the
motion. All were in approval. Mr. Zingale will also research whether or
not abutters on the other side of the river also need to be notified.
Miscellaneous
The Select Board has
scheduled a hearing on the Rutland Town Plan.
VLCT is hosting a Managing
Storm Water class on Thursday, September 17, 2009 at 7:00 P.M. via interactive
T.V. Mr. Zingale is to sign up those
Commission members who are able to attend and also check with Mark Blucher of
the Rutland Regional Planning Commission to see if any money is available to
help pay for the session.
Mr. Matteson has talked to
the Town attorney, Kevin Brown, concerning the zoning document. Mr. Brown is still researching whether the
document that could be voted on if a petition is circulated would be the
original put forth by the Rutland Town Planning Commission or the amended document
as proposed by the Select Board.
Mr. Hoenes motioned to close the meeting. Mr. McKane seconded the motion. All were in approval. The meeting ended at 7:40 P.M.
