Pocket Park Land Survey

Introduction

The Town of Rutland Select Board is working with Green Mountain Power (GMP) to create a public pocket park at the base of Center Rutland Falls on the west side of the river, north to Business Rt. 4, and west to the town road, Simons Avenue. GMP is the primary landowner of this property which is part of parcel ID #00153-0100.  A property survey is needed to facilitate future design and construction work on the proposed park.

This pocket park project was identified and recommended to the Town in a Smart Growth Connection Plan done for Rutland Town and West Rutland in 2016. The Rutland Town Planning Commission submitted a Center Rutland Falls site visit report to the Select Board in 2020. Copies of these reports are available from Bill Sweet, Administrative Assistant to the Select Board.

Scope of Work

The Town of Rutland Select Board is requesting two separate bids for this project: one for a boundary survey and one for a boundary survey that includes natural features and physical structures.

Boundary – Only Survey

  1. Determine property lines;
  2. Determine property owners through title/deed.

Boundary and Natural Features and Physical Structures Survey

  1. Determine property lines;
  2. Determine property owners through title/deed;
  3. Description and location of all utilities, signs, structures, bridges, and other land improvements;
  4. Description and location of land conditions: On/under/over/across any portion of property (such as river, falls, beaches, streets, highway, roads, rights-of-way, driveways);
  5. Elevation contour intervals of 5’.

Deliverables

  1. Meet with the Town of Rutland Select Board to confirm accepted bid and review scope of work and budget;
  2. Submit completed certified survey to Bill Sweet, Administrative Assistant to the Select Board, either by mail: Rutland Town Offices, 181 Business Route 4, Center Rutland, Vermont 05736 or by email in a noneditable format (PDF preferred): admin@rutlandtown.com;
  3. Meet with the Town of Rutland Select Board to review findings of the survey;
  4. Deliver to the Town three sets of 20-scale completed drawings with details and an electronic version in PDF form.

 Timeline

May 21, 2021:               Deadline for bids

May 25, 2021:               Rutland Town Select Board Notice to Proceed

By August 31, 2021:     Meet with the Rutland Town Select Board to review final survey

September 15, 2021:    Close out of the project

Bidding Requirements

Bids shall be a not to exceed amount and shall include a list of personnel, areas of expertise, and rates of pay.  A list of subcontractors and their area of expertise and their rates of pay shall be included.  A detailed time sheet shall be submitted monthly for payment.

Bids shall be placed in a sealed envelope and marked on the outside “Pocket Park Survey Bid” to be received by 12:00 pm on May 21, 2021. Bids will be opened at the Select Board meeting on May 25, 2021.

The Town of Rutland reserves the right to reject any or all bids.
