RUTLAND TOWN SELECTBOARD COMMITTEE MEETING

HIGHWAY COMMITTEE

TUESDAY OCTOBER 11th, 2022

The Highway Committee of the Rutland Town Selectboard met at 9:00 AM on Tuesday October 11th, 2022, at the Municipal Town Hall. Present was Selectboard Member Joe Denardo, Road Commissioner Dave Sears, and Town Administrator Bill Sweet.

  1. Sander for the F350
    1. The sander was taken out of storage for the F350, in preparation for this winter.
    2. The motor would not run, and either the clutch or gear box is bad.
    3. 3 quotes were received for a replacement sander, with an electric motor instead of gas. Viking was $10,450. Champlain Valley Equipment was $8500. Earle’s Truck Repair was $5700 installed. Viking and Champlain Valley are part of the state contract pricing structure. Earle’s Truck Repair is a preferred vendor.
    4. After some discussion, the Committee will recommend the purchase of a new unit from Earle’s Truck Repair, with the funds to come from the Highway Depreciation Account.
  2. We have not had a contractor come and sign the new winter maintenance contract for the East Pittsford Road route. Commissioner Sears said they will follow the plan developed for plowing without the additional contractor.
  3. A change in the Highway Department depreciation account may be needed depending on how the Highway Department is expanded.
  4. Radios will be provided to our contractors for the winter season to make communications easier.
  5. Discussed changes to Ordinances related to Highway. They are being reviewed by Committee members and will be discussed at a future meeting.
  6. A price for road salt has not yet been received from Cargill for this season.
  7. Fuller Sand and Gravel did some follow up work on Town Line Road to smooth the surface.
  8. Work on the Shared Use Path can be done over the winter, depending on the amount of work winter road maintenance brings.
  9. The planning for the replacement of several culverts on East Pittsford Rad is underway. Once a contractor is confirmed, work will begin.
  10. The Town Line Road culvert replacement is complete. Work on landscaping for the adjacent property owner is still being done.
  11. Discussed the Post Road sidewalk. The project engineer would like to have a meeting with the Committee to discuss the status of the project. Several easements will be needed for this. The new section will start where the existing section ends at the Western driveway of the school.
  12. Discussed the future of staffing needs. Commissioner Sears has included in the budget funds for a part time person who would be dedicated to roadside mowing. Also included are funds for an additional full-time position. There is a growing list of regular maintenance needs, and this can support the additional staff.
  13. Discussed a possible agreement with the Town of West Rutland to swap services with each department using its equipment. We need grading and they need help with road-side mowing.
  14. Discussed a plan to add permanent speed monitoring signs in various spots around town. Ones on either side of the school were discussed to be first but should be included in the planning for the sidewalk, so there is a spot for them to be mounted.
  15. Preliminary budget planning for next year has started. A meeting in the next couple of weeks should be set to go over the draft.
  16. Discussed the proposed slip lane project on US 7 South. Any permits we had have expired.
