RUTLAND TOWN SELECTBOARD COMMITTEE MEETING

PERSONNEL COMMITTEE

WEDNESDAY JANUARY 11th, 2023

The Personnel Committee of the Rutland Town Selectboard met at 9:00 AM on Wednesday January 11th, 2023, at the Municipal Town Hall. Present was Selectboard Chair Don Chioffi, Selectboard Member Mary Ashcroft, Selectboard Member Sharon Russell, Town Delinquent Tax Collector Jim Scholtz, and Town Administrator Bill Sweet.

  1. Discussed the future of the Delinquent Tax Collector position.
    1. Jim Scholtz has informed the Board he intends to retire as of March 31st, 2023.
    2. The Board has not decided what option they would like to use to fill the role. There are several options available.
    3. The 2 being considered the strongest are appointing a new Delinquent Tax Collector to finish the current term with a new person elected at the end of this current term in 2024, and asking the voters if they would approve a change to have the position be appointed rather than elected.
    4. Discussed options for how the role can be filled. The different choice can have different statutory requirements.
    5. Reviewed the compensation structure.
    6. There are current 3 or 4 people which have signed agreements to pay. There are approximately 40 in delinquency.
    7. A policy was recommended for the Delinquent Tax Collector, but there is not one currently.
    8. Most records are kept in NEMRC. Any records become the property of the town upon his resignation.
    9. Discussed the collection of business / personal property taxes. This usually needs a different approach from the residential taxes.
    10. Some best practices and suggestions for the next person in the role were discussed.
    11. Discussed the pros and cons of using the NEMRC system and a handout was given to the committee members.

The meeting adjourned at 10:17 AM.
