RUTLAND TOWN SELECT BOARD COMMITTEE MEETING

HIGHWAY COMMITTEE

THURSDAY JULY 20th, 2023

The Highway Committee of the Rutland Town Select Board met at 6:00 PM on Thursday July 20th, 2023, at the Municipal Town Hall. Present was Select Board Clerk Joe Denardo, Select Board Member Kurt Hathaway, Road Commissioner Dave Sears, and Town Administrator Bill Sweet. Members of the Clarendon Select Board Present were George Ambrose and Mike Klopchin,

Members of the Public present were Art Peterson, Kendra Anderson, Carol and Jim Austin, Judy Billings, Jeannie Stimpfel, Eleanor Grabach, Cathy Kapitanski, John Anderson, Wayne Willhaus, Ernest Bove, Preston Billings, Kent Belden, Kathleen Bove, Deidre Snee, Shelley Lutz, David Cioffi, Theresa Meile, Patrick Furlief, Wendy Austin, Pete Chase

  1. The committee met to discuss the Class 4 section of Quarterline Road that connects to the Town of Clarendon.
    1. Theresa Meile spoke to the committee, as a representative of the Clarendon residents.
    2. Discussed the current state of the road, and what the goals of the residents in the area are, which is to improve the maintenance of the road.
    3. The residents in the area are not expecting, nor asking for the road to be paved.
    4. Discussed what would be involved in upgrading the road.
    5. Grading the dirt section is done by a contractor, and the availability of them has been severely limited. Discussed having the Town of Clarendon Road crew do our section when they are working on theirs.
    6. The Clarendon Select Board has discussed putting in a traffic counter.
    7. Discussed creating a maintenance agreement between the towns for grading and plowing.
    8. Discussed adding material when it is graded. This is done on an as needed basis.
    9. The proposal for a municipal agreement will be discussed at the next regular Rutland Town Select Board meeting. Once it is ready, it will be sent to the Clarendon Select Board.
    10. Clarendon would like to put a car counter on the road. The committee was agreeable with this.
  2. Discussed the Stratton Road culvert. It does need to be replaced, based on a study by the State. Otter Creek Engineering has been contacted and can provide engineering help. They estimate their work would cost approximately $15,000. A grant may be available to help offset those costs. Commissioner Sears said he will apply for the grant.
  3. Discussed winter plowing of roads shared with Mendon. The Town of Mendon may not be able to help us this year due to staffing. Commissioner Sears will discuss with them alternatives for this year. An agreement will be drawn up between the towns.
