TOWN OF RUTLAND SELECT BOARD OPEN MEETING

  • The meeting opened at 6:00 P.M. with the pledge of allegiance.
  • Board members present Mary Ashcroft, Joe Denardo, Kurt Hathaway, and Matt Getty
  • Members of the public present Shelley Dumas, Larry Dell Veneri, Ryan Getner, Robyn Sweet

Approval of Orders

The Board approved the orders.

Approval of Select Board Minutes for August 1st:

Selectman Denardo moved to approve the minutes..  Selectman Hathaway seconded the motion. The motion passed 4 – 0.

Update from the Select Board Chair

We received thank you notes from our recent scholarship award recipients.

The deadline for articles for The Circle is September 15th.

Kari Clark Rutland Town Clerk and Treasurer:

  1. Tax bills were mailed last week, and most should have received them by now. Payments have already started to come in. If there are questions please contact the office. Questions on State payments can only be answered by the Vermont Department of Taxes.
  2. Copies of tax bills are now available on the Town website. Any non-public information is redacted.
  3. A new service to allow us to accept tax payments via direct debit is almost ready to be launched. Additional information will be available soon. We will be able to expand this for rec payments in the near future as well.
  4. We received our first installment of the Local Option Tax. It was for $411,325 which is approximately $61,000 more than the first payment last year.
  5. An updated quote from Cotts for digital land records should be available at the next meeting.

Mike Delehanty Town 1st Constable

  1. Reported on a recent arrest of an individual wanted on federal warrants.
  2. Recently attended National Night Out in Rutland City along with Officer Plakas. It was a very well attended and fun event.
  3. Discussed an issue Dyer Road. An RV was parked there recently, and it was thought to have been abandoned. Discussed long term solutions for addressing illegal parking and dumping issues. The matter will be referred to the Highway Committee for discussion and recommendations.

Barbara Pulling Rutland Town Planning Commission Chair:

  1. Discussed the meeting on August 17th between the Planning Commission and the Select Board to discuss the proposed Short-Term Rental Ordinance. Draft copies have been given to all members.
  2. The Commission is planning to look at Flood Hazard regulations this fall. It seems to be more important now more than ever with the increase in flooding events.
  3. Several booths and vendors are lined up for the Town Wide Celebration. Many are hands on and interactive.

Mike Rowe Rutland Town Recreation Director:

  1. Thanked the highway crew for their continued help with projects in the park.
  2. All the new disc golf holes are open. Signs will be installed soon. It is being used every day.
  3. Discussed the fireworks planned for the 19th. Need to confirm timing for the fireworks vendor arriving.
  4. Soccer signups have started. Forms are available online.
  5. The last day for the pool this season is August 26th. It will be open from 11AM to 5PM.

David Sears Rutland Town Road Commissioner:

  1. Work on the Post Road sidewalk is continuing. There was some storm related damage they needed to address in other parts of the Town. Once that is resolved, work will resume.
  2. MS4 related projects have been done with the help of A1 Sewer and Drain service.
  3. The reimbursement paperwork for the Town Line Road paving project is being submitted this week.
  4. Reviewed a proposal from Otter Creek Engineering to being design work to replace a culvert on Stratton Road. Selectman Denardo moved to accept the proposal and to authorize the Chair to sign on behalf of the Board. Selectman Hathaway seconded the motion. The total cost is $15,000, with the funds to come from the engineering line in the Highway budget. The motion passed 4 – 0.

Marcia Chioffi Rutland Town Head Lister

  1. The link to online Lister Cards is now available on the website.

Chris Clark Rutland Town Fire Chief:

  1. There have been 9 calls for service in the past 2 weeks.
  2. Engine 3 will be back on Friday from its service work.
  3. A truck will be at the Fair tomorrow for their touch-a-truck event.
  4. Two of our new members will be taking the upcoming Level I/II training class. It should be done by May.
  5. Two of the trucks will likely be stored at the Highway garage during construction of the new building. Others have places to go.

Bill Sweet Town Administrator:

  1. We were notified this morning our grant application for the Route 7 North sidewalk was successful and we were awarded a grant of $625,000 to construct the sidewalk. A project commitment form was provided. There is a 20% match requirement. Selectman Denardo moved to authorize the Chair to sign the commitment form on behalf of the Board. Selectman Getty seconded the motion. The motion passed 4 – 0.

Ed Dumas Rutland Town Police Chief:

  1. Recent calls for service were provided.
  2. Discussed recent arrests and parking issues.

Committee meeting updates:

  1. Reviewed minutes from the Town Wide Celebration Committee and Personnel Committee meetings.

Selectman Hathaway moved to adjourn. Selectman Denardo seconded the motion. The motion passed unanimously. The meeting adjourned at 7:10 PM.
