Joint Select Board and Planning Commission Meeting Minutes 8-17-2023

TOWN OF RUTLAND SELECT BOARD OPEN MEETING

RUTLAND TOWN MUNICIPAL TOWN HALL

  • The special meeting opened at 6:30 P.M. with the pledge of allegiance.
  • Board members present Mary Ashcroft, Joe Denardo, Kurt Hathaway, and Matt Getty
  • Planning Commission members present Chair Barbara Puling, Dana Peterson, Andy McKane, Jerry Stearns, Mary Beth Poli, Sherman Hunter, Howard Burgess, Norman Choen and Jim Hall.
  • Members of the public present Kirk Postlewaite

The purpose of the meeting was for the two groups to discuss the proposed short-term ordinance.

Select Board Chairwoman Ashcroft thanked the Planning Commission for their work on the various projects the Select Board has been asking them to do, including this one.

The Select Board and Planning Commission members shared their thoughts and concerns on various aspects of the draft ordinance.

Discussed the relationship between short-term and long-term rentals and should long-term rental regulation be included in this, or another ordinance.

Discussed the aspects of what the fire safety inspection will look for. Some things are required, some are advisory. Also, how the inspection process is handled in municipalities that do not depend on the Division of Fire Safety.

Discussed wording on the purpose of the ordinance. Several options for modifying this section were discussed and proposed. Based on the input, the next draft will incorporate the changes discussed once finalized

Reviewed the ordinance going through each section. Suggestions and comments were discussed.

Discussed the process for issuing tickets / violations. Some clarification is needed and it will be discussed with our Town Attorney.

Discussed how this ordinance relates to properties located in neighborhoods with covenants which may prohibit this activity. The Town does not research, track or enforce neighborhood restrictions. There is no provision currently related to this and none will be added.

With all the changes discussed, a new draft will need to be written.

The Planning Commission will investigate language around Long Term rental regulation.

Selectman Denardo moved to adjourn. Selectman Hathaway seconded the motion. The motion passed unanimously. The meeting adjourned at 8:32 PM.
