RUTLAND TOWN SELECT BOARD COMMITTEE MEETING

RECREATION COMMITTEE

TUESDAY NOVEMBER 21st, 2023

The Recreation Committee of the Rutland Town Select Board met at 5:00 PM on Tuesday November 21st, 2023, at the Municipal Town Hall. Present was Select Board Member Sharon Russell, Select Board Member Matt Getty, Town Rec Director Mike Rowe, and Town Administrator Bill Sweet.

  1. Discussed the policy for allowing students who attend schools other than Rutland Town to join Rutland Town teams.
    1. There had been an unwritten policy and understanding between area coaches and rec directors that students play for teams within their school, unless their school does not offer a particular program, then they could seek permission from another school to participate in their program.
    2. The committee reviewed the policy as it is presented on the rec application.
    3. A community member requested time to speak to the board along with their child regarding the policy, in executive session. They were not able to attend this meeting.
    4. Discussed the request to meet in executive session. The committee agreed there is not a reason included in open meeting law rules which would allow the discussion in executive session.
    5. Selectman Getty asked the community member to provide any information they had on any other students or teams that were doing something inconsistent with the policy. Selectman Getty said they were unable to provide any specific details, but said they know other Town Rec directors allow kids to play despite this agreement.
    6. Rec Director Rowe discussed some scenarios where Towns allowed students from another town to play for them. In each of the cases, the Town where the student attended school did not have a program available. He is not aware of any cases where the policy has been deviated from.
    7. The committee will recommend to the full board to adopt this policy as written.
  2. Discussed the FY 25 budget.
    1. Discussed payroll reporting practices. Some changes may need to be made based on recommendations from various sources.
  3. A sign at Dewey Field was vandalized and will need to be replaced.
  4. Lawn Masters will be used again this year for field maintenance.

The meeting adjourned at 5:35 PM.
