RUTLAND TOWN SELECT BOARD COMMITTEE MEETING

HIGHWAY COMMITTEE

FRIDAY DECEMBER 15th, 2023

The Highway Committee of the Rutland Town Select Board met at 9:00 AM on Friday December 15th, 2023, at the Municipal Town Hall. Present was Select Board Clerk Joe Denardo, Select Board Member Kurt Hathaway, Road Commissioner Dave Sears, and Town Administrator Bill Sweet.

  1. The committee discussed the proposal from the Town of Clarendon for winter road maintenance on Quarterline Road. Present from Clarendon for this discussion was James Austin and Shelley Lutz
    1. The Town of Clarendon Select Board sent a proposal for trading maintenance on our Class 4 section of Quarterline Road for a section of Creek Road.
    2. The town section of Creek Road is currently plowed by a contractor. It would increase the contract cost by approximately $3500, plus the cost of salt which is currently $100 per ton.
    3. Based on the discussion, and recommendation of the Road Commissioner, the committee will recommend to our Town Select Board to decline the offer.
  2. Discussed creating a Facebook page for the Town Highway Department.
    1. Some of the new road crew members would like to start a page for the Highway Department.
    2. They would post pictures of projects, and any road related issues.
    3. We could start one, using the same system we have for the other town pages.
    4. The committee is in favor of it. It will be launched when it is ready.
  3. Reviewed the list of Town highway numbers.
    1. There are currently 2 lists. One is used in the Town Highway Book, and the other is used by the Listers office.
    2. The lists are not the same. The one used in the Road Book corresponds to the list the State has, but it is incomplete.
    3. After discussion, the list that corresponds to the State list will be used for the ordinances.
    4. New town roads going forward will start at 200 and correspond on each list.
  4. Reviewed the new draft of the Streets and Sidewalks ordinance.
    1. There are culvert specifications which should be changed.
    2. There are other basic language changes included.

 

  1. Reviewed the documentation provided by the Wynnemere Homeowners Association to support their request for the Town to take over the road.
    1. Reviewed the survey provided.
    2. The are no as built plans provided, and power utilities are missing.
    3. Discussed the contribution made to the Town O&M sewer fund. There is no O&M collected by these users.
    4. A check to offset professional review of the paperwork was included.
    5. Commissioner Sears will review the documentation before it is sent to our Town attorney.
  2. Discussed the Dyer Road issue.
    1. This road is not in the Town Highway book.
    2. A map showing adjacent property owners was not immediately available.
