RUTLAND TOWN SELECT BOARD COMMITTEE MEETING

BUILDING COMMITTEE

TUESDAY JANUARY 23rd, 2024

The Building Committee of the Rutland Town Select Board met at 9:00 AM on Tuesday January 23rd, 2024, at the Municipal Town Hall. Present was Select Board Clerk Joe Denardo, Select Board Member Kurt Hathaway, Town Administrator Bill Sweet, Iven Allen from Rob Stubbins Electric, and Robert Clark and Schylar Corsones-Brown from NBF Architects.

  1. The Committee reviewed the proposal from Rob Stubbins Electric to upgrade the electrical service to Town Hall and to install 4 EV Charging Stations. A large portion of the funding for this project would come from a state grant program.
  2. A cost proposal to upgrade electrical service to the building, including a new panel was provided. The total cost is $38959.43. The grant could cover up to $20,000 of this cost.
  3. Work by GMP to run a new service line is needed as well as construction of a new wall segment to mount the new panel to. This should be less than $2500 total.
  4. The cost for installing the charging stations is approximately $47,000.
  5. The electrical upgrade work was planned as part of the renovations to the downstairs at Town Hall.
  6. The grant has a 5% match requirement for the charging station installation costs.
  7. Discussed how to charge customers for charging. A fee, similar to water and sewer O&M, would be included to set aside specific funds to cover future maintenance.
  8. Several vendors, local and national, were contacted to provide proposals. Many have given preliminary offsite costs but no on-site reviews other than Rob Stubbins Electric. They have done installations in several locations around the area.
  9. The committee discussed the project moving forward if the grant request was not successful. It was agreed it would still need to be done.
  10. The committee plans to recommend to the full board approving moving forward with the grant funding request with the Rob Stubbins Electric proposal.
  11. Reviewed the remodel plans for the downstairs at Town hall.
    1. Accommodation for a shower will be included.
    2. Discussed planning for next steps. A budget should be able to be created from the current plans.
