RUTLAND TOWN SELECT BOARD COMMITTEE MEETING

POLICE COMMITTEE

MAY 7th, 2024

The Police Committee of the Rutland Town Select Board met at 4:30 PM on Tuesday May 7th, 2024, at the Municipal Town Hall. Present was Select Board Chair Mary Ashcroft, Select Board Member Matt Getty, Town Police Chief Ed Dumas, Town Deputy Police Chief Ted Washburn, and Town 2nd Constable JP Faignant.

The Committee discussed a request to purchase a short barrel rifle for the 2nd Constable.

  1. There is an SBR currently registered to the Town of Rutland.
  2. Deputy Chief Washburn originally purchased the rifle for use while on duty using his own funds due to the lack of funds in the budget at the time. The rifle was registered to the Town at the time of purchase.
  3. To purchase one new, with the necessary attachments, it would cost approximately $2500. Deputy Chief Washburn said he would accept $1500 for everything with it.
  4. There is an inventory in the Police Department which details all the firearms the Police department owns.
  5. If approved, the funds would come from the 2nd Constable equipment budget starting in July. Deputy Chief Washburn would be paid the $1500, reimbursing him for his initial costs. The rifle would be owned by and registered to the Town of Rutland. It would be issued to the 2nd When he retires, it will be returned to the Police Department.
  6. The committee will recommend to the full Board to move forward with the purchase after July 1st, 2024.

Discussed the School Resource Officer position.

  1. Reviewed the expected amount to be received from the school for the position versus what is in the current budget. The numbers are not lining up.
  2. Reviewed the status of the current budget.

Discussed the request from the Child First Advocacy Center for the Town to provide an officer.

  1. The current amount being offered by CFAC to fund the officer may not fully cover the annual expense of a new officer.
  2. Discussed a variety of scenarios. More information is needed before a decision can be made.

Officer Plakas has been working to ensure registered sex offenders in the area are in compliance. There may be a grant opportunity available to help cover his costs while performing this work. Chief Dumas will be getting more information on this opportunity.
