RUTLAND TOWN SELECT BOARD COMMITTEE MEETING

HIGHWAY COMMITTEE

WEDNESDAY JUNE 26th, 2024

The Highway Committee of the Rutland Town Select Board met at 11:30 AM on Wednesday June 26th, 2024, at the Municipal Town Hall. Select Board Clerk Joe Denardo, Select Board Member Kurt Hathaway, Road Commissioner Dave Sears, Town Administrator Bill Sweet, and Chris Taft from VTrans were present.

The Committee discussed the western intersection of Simons Ave and Business Route 4.

  1. Discussed possible reconfigurations of the intersection to help with traffic and speed issues coming off Business Route 4.
  2. A T-style intersection would give the best results.
  3. Looked at the configuration on parcels around the intersection.
  4. VTrans would like to work as a partner in any reconfiguration.
  5. The affected property owner will need to be consulted.

The Committee discussed the sale of the 2015 F350

  1. One bid, for $9000 was received from Andrew Patch.
  2. After discussion, the committee will recommend to the full board to accept the bid.

The committee discussed correspondence from the Wynnmere Homeowners Association

  1. Two letters from two representatives were received recently.
  2. One says they do not want to have the Town take over the road, the other is asking for an MOU between the Town and the HOA to allow their road to be paved using the Town bid price.
  3. After discussion, a letter will be sent back to them again asking for a single point of contact. Regarding paving, we will provide them with the contact information for our contractor, and the current bid amount. They can call and request the same terms we have. The committee is not in favor of paying the contractor and getting reimbursed.

A grant agreement will be available at the next Board meeting for a paving grant for Post Road from the intersection at US 7 North to just above Annette Terrace.

Discussed how millings from paving projects are handled. Currently they are being stored. Some Town residents have expressed interest in them. There is not a current policy or practice on how they are handled. After discussion, an arrangement for this will be developed.

Reviewed the Excavation in the Town Right of Way permit

  1. An updated form is now being used. This gives more insight into the project.
  2. Discussed establishing a policy or ordinance which would have specific authority to these permits.
  3. There may be a contractor doing work in a right-of way currently. The Road Commissioner will look into this. If so, a letter will be sent to the owners and the contractor.
