TOWN OF RUTLAND PLANNING COMMISSION
MEETING MINUTES
DATE: August 1st, 2024
LOCATION: Town Hall and a publicly accessible conference line
OPEN MEETING 6:30 P.M.
Commission Members Present: Chair Barbara Pulling, Howard Burgess, Sherman Hunter, Norm Cohen and Jim Hall. All members are voting members for this meeting.
Members of the Public Present: None
Approval of the Agenda:
Mr. Cohen moved to approve the agenda. Mr. Hunter seconded the motion. The motion passed unanimously.
New Business: Review of Streets and Sidewalk Ordinance and permit
- An updated driveway access permit was recently approved by the Select Board.
- There may be some ordinance language which can be updated.
- Discussed adding a section to govern excavation in the right of way.
Old Business: Town Wide Celebration – August 24th
- Discussed plans for what is being presented and what technology is needed.
Old Business: River Corridor Ordinance schedule
- Some information will be made available at the Town Wide Celebration.
- Discussed starting informational meetings with commercial or private owners first.
- Discussed the difference between river corridors and small streams.
Old Business: State housing study grant update
- The new rules and application are not ready yet.
Old Business: East Pittsford Road Act 250 permit violation / amendment
- Act 250 is working with the landowner on an Act 250 amendment application.
- A rep from Act 250 said this may go to enforcement and compliance.
Approval of Minutes July 11th, 2024:
Mr. Cohen moved to approve the minutes. Mr. Hunter seconded the motion. The motion passed unanimously.

Mr. Hunter moved to adjourn. Mr. Burgess seconded the motion. The meeting adjourned at 7:14PM.
