RUTLAND TOWN SELECTBOARD COMMITTEE MEETING

RECREATON COMMITTEE

SEPTEMBER 30th, 2025

The Recreation Committee of the Rutland Town Selectboard met at 4:30 PM on Tuesday September 30th,2025, at the Municipal Town Hall. Selectboard Member Matt Getty, Selectboard Member Sharon Russell, Recreation Director Mike Rowe, and Town Administrator Bill Sweet were present.

Discussed the plan to replace the pool.

  • The meeting with the vendor was very good. Based on this discussion, when the pool is rebuilt, it will likely be on the same site it is on now.
  • A designer is needed to help us develop a plan to be able to establish pricing estimates.
  • A new pump room would be built separately from the main building.
  • The existing building with the bathrooms and pump hardware would be gutted and rebuilt with new bathroom facilities.
  • The existing pumps and filters can be reused.
  • Discussed creating a special committee for the replacement project specifically.

 

Discussed repairs needed to the pool.

  • There is still a leak somewhere in the system.
  • The areas we can access to check have been investigated with nothing found.
  • This leaves piping underground as the likely source which cannot be accessed without excavation work.

 

Discussed the personnel budget.

  • Rowe had requested the compensation amount for Dewey Field maintenance be added to his compensation. The work there is about 15 hours per week from April to July 1st.  Mr. Rowe said would withdraw this request and will continue to separately bill the work there.
  • Discussed the maintenance plan and work at Dewey. The main maintenance work there is done from April to July 1st, which is 12 weeks, approximately 15 hours per week which is 180 hours. The current rate used is $25 per hour. The budget for maintenance work at Dewey was set at $7000.
  • From July 1st to November 1st the maintenance work is approximately 80 hours total. This equates to about $2000 at $25 per hour.
  • The total maintenance work per week is approximately 25 hours, and there are 15 hours a week spent on program directing.
  • Discussed hiring an aquatic director to oversee activities at the pool. In the current budget, the Rec Director salary is $50,000, lifeguards are $53,000, maintenance and labor is $12,500.
  • Rowe suggested moving $5000 from maintenance and labor to his salary for Dewey Field work. The aquatics director’s compensation could be $4500. The remaining $3000 could be used for other staff to be paid for maintenance work.
  • Prior to July 1st, Mr. Rowe billed separately for all maintenance work. Since July 1st, he has billed separately for the work done at Dewey Field. Rowe said he is working 40 hours of Rec time and then billing for the overtime maintenance work at Dewey Field.
  • After discussion, the committee is recommending bringing this topic to the full Board for discussion and approval.

 

Discussed the background check and fingerprint process.

  • Discussed the requirements for record keeping.
  • Discussed the process volunteers will go through.

 

Discussed ongoing tasks at the parks, wrapping up the summer season.
