TOWN OF RUTLAND SELECTBOARD OPEN MEETING

FEBRUARY 10th, 2026
- The meeting opened at 6:00 P.M. with the pledge of allegiance.
- Board members present Mary Ashcroft, Joe Denardo, Kurt Hathaway, and Matt Getty
- Members of the public present Shelley Dumas
Approval of Selectboard Minutes for January 27th:
Selectman Denardo moved to approve the minutes. Selectman Getty seconded the motion. The motion passed 3 – 0. Selectman Hathaway abstained.
Approval of Orders
Selectman Hathaway moved to approve the orders. Selectman Getty seconded the motion. The motion was tabled to allow Selectman Denardo time to review them.
Announcements
Selectman Getty spoke about the importance of following the spirit of the pledge of allegiance and our constitution.
Mike Rowe Rutland Town Recreation Director:
- Basketball is wrapping up soon
- The skating rink has been good this year.
- The senior grab and go lunch was today and about 60 meals were served.
- Attended a playground safety course in Burlington today.
- Provided a job description and seasonal duties for the Rec Director position.
- Discussed some educational and health programs for the seniors. Various agencies and organizations are planned for the spring.
- Discussed the pool replacement project. A design firm is needed so we can produce plans to be able to go out to bid. So far, 1 has been identified.
David Sears Rutland Town Road Commissioner:
- Reviewed the status of Town salt supply. We have about 150 tons left. This wont last long. Prior to one of the last storms, roads were pretreated with mag chloride. It made the plowing much easier and reduced the salt usage. This is the second year in a row our salt supply has been cut off early. The pretreatment plan will be used going forward.
- Contractors are at 39 callouts for the season.
- Provided annual documents from VTrans for review and approval.
- Selectman Denardo moved to approve the town road and bridge standards. Selectman Hathaway seconded the motion. The motion carried unanimously.
- Reviewed the contact list and added information as appropriate.
- Selectman Denardo moved to approve the network inventory certification. Selectman Hathaway seconded the motion. The motion carried unanimously.
Chris Clark Rutland Town Fire Chief:
- Provided an application for membership for Bradley Burton. He has met with the committee and passed the checks. Selectman Hathaway moved to approve the application. Selectman Getty seconded the motion. The motion carried unanimously.
Ed Dumas Rutland Town Police Chief and Ted Washburn Deputy Police Chief
- Recent calls for service were provided and reviewed.
- Discussed teaching a class on avoiding scams and fraud to town seniors.
- A recent large order of ammunition should be what is needed for the year.
- Three applications were received during the application period, of varying levels of education. A selection process is underway.
Joe Denardo Rutland Town Public Safety Building Clerk
- A conduit was run in anticipation of connecting the McKinley Avenue sewer pumping station to the building for backup power. An electrician is needed for this work.
- Discussed the possibility of selling the current generator and replacing it with a smaller one since the current one is too big for our use.
Barbara Pulling Rutland Town Planning Commission Chair:
- Discussed the pocket park. We should know by the end of this month if we will get a grant to fund a large part of the construction costs. Some of the labor costs will be our contribution toward the grant. Green Mountain Power needs the work to be done to help with their relicensing. We received a response from VT Act 250 that a permit will not be needed for this project.
- Had a meeting with a representative from the Stockbridge Munsee tribe regarding the historical importance of this area. The next Planning Commission meeting will discuss this topic.
Reviewed the annual appointment form for the Solid Waste Alliance Community group. Larry Dell Veneri and Steve Canney are willing to be reappointed. Selectman Denardo moved to reappoint them. Selectman Hathaway seconded the motion. The motion carried unanimously.
Marcia Chioffi Rutland Town Head Lister
- Thanked the Board for the recognition she received in the town report.
- After the March election, Ms. Chioffi will be stepping back as a full-time lister and will work only part-time to support the other two listers.
- Provided the Board a Certificate of No Appeals to the Grand List. Selectman Denardo moved to approve the certificate. Selectman Hathaway seconded the motion. The motion carried unanimously.
Kari Clark Rutland Town Clerk and Treasurer:
- Reported on the local option tax amounts received after the last installment. We received $433,123.74 in the 3rd quarter leaving approximately $53,000 left to reach the anticipated amount in the budget.
- Provided 3 liquor / tobacco license requests for Sandri Sunoco at 117 US Route 7 South. The police had no issue with them. Selectman Denardo moved to approve the licenses. Selectman Hathaway seconded the motion. The motion carried unanimously.
- The ballots for the March election have been received. Absentee ballots are being sent out as requested. Discussed delays being observed in post office delivery. Delivery even in town can take more time than expected. Ballots can be returned any time up to the election day at Town Hall or residents can vote in person.
Bill Sweet Town Administrator:
- The 2 large generators, at the school and the public safety building, were recently serviced and had no issues.
- Reminded department heads the VLCT PACIF grant window is open. A plan to purchase a drone was passed onto VLCT and they said funding wont be approved for them yet. This is still something which would benefit us across several departments. Discussed options for funding the purchase. A policy for the Police Department would be needed and is already being developed.
Reviewed a meeting the intermunicipal committee had with Rutland City officials regarding water systems. One fire district has made a request to connect to city water so far. Reviewed what ones exist in Town. A map will be created showing where they exist.
Selectman Hathaway moved to enter executive session for a personal matter. Selectman Denardo seconded the motion. The motion carried unanimously. The Board entered executive session at 8:12 PM. Upon leaving executive session, Selectman Denardo moved to approve the orders. Selectman Hathaway seconded the motion. The motion carried unanimously.
Selectman Hathaway moved to adjourn. Selectman Denardo seconded the motion. The motion passed unanimously. The meeting adjourned at 8:23 PM.
