TOWN OF RUTLAND SELECT BOARD OPEN MEETING

HELD VIA PUBLICALLY ACCESSABLE CONFERENCE LINE

OCTOBER 13th, 2020

Out of an abundance of caution around the covid-19 virus, this meeting was held via remote conferencing which was made publicly available to join.

  • Board members present Joshua Terenzini, Mary Ashcroft, Sharon Russell, Joe Denardo, and John Paul Faignant
  • Meeting opened at 6:00 P.M.

Approval of Orders

Board members will approve the orders as they come into the office to review.

Approval of Select Board Minutes September 15th and September 29th, 2020:

  • Ms. Ashcroft moved to approve the minutes from September 15th. Ms. Russell seconded the motion. The motion passed 5-0.
  • Ms. Ashcroft moved to approve the minutes from September 29th with some clerical changes made. Ms. Russell seconded the motion. The motion passed 5-0.

Kari Clark Rutland Town Clerk/Treasurer:

  1. Budget planning sheets for the next fiscal year budget meetings are being completed and will be available soon.
  2. Many absentee ballots have been received back in the office. If you would like to check the status of your ballot you can do so on the Vermont Secretary of State website.

Barbara Notes-Pulling Rutland Town Planning Commission Chair

  1. The Commission will be meeting soon to review 2 boundary line adjustment requests and a subdivision request, which is preliminary at this point.
  2. Mr. Terenzini asked the Planning Commission to discuss a request from Pittsford regarding naming a section of Blueberry Lane which extends into Pittsford.
  3. Ms. Ashcroft reviewed a change to the Municipal Planning Grant application where she was added to it as a contact. This was preliminarily approved by Josh, Mary and Sharon and needs to be ratified. Ms. Russell moved to ratify to decision. Mr. Denardo seconded the motion. The motion passed 5-0.

Mike Rowe Rutland Town Recreation Director:

  1. A committee meeting is need to review the next budget.

Byron Hathaway Rutland Town Road Commissioner:

  1. Discussed a request from Mr. Denardo to check the posted speed on McKinley Avenue. It is posted at 35 MPH and was not included in the list that was changed in 2018. Mr. Denardo asked about changing it to 25 MPH. Mr. Hathaway reviewed the process.
  2. The Randbury Road water line has been installed and the pressure test was being run. The contractor asked if the line should be left active. Mr. Hathaway indicated yes, to allow the hydrants to be operational.
  3. Relayed information from Robert Clark of Otter Creek Engineering said some grant opportunities are available for water and sewer projects and could possibly be used to loop this water line over to Farrell Road. Some aspects of the water line project will help us with the grant.
  4. A committee meeting for the highway budget is needed toward the end of October.

Chris Clark Rutland Town Fire Chief:

  1. The department recently helped with a Make A Wish foundation request.
  2. Mr. Terenzini commented on the quick actions of the departments that responded to the fire on Hitzel Terrace recently.
  3. Mr. Denardo asked for the new hydrants on Randbury Road be flushed by the contractor, to ensure no debris is inside of them.
  4. The contract for the new truck should be ready for review at the next meeting after a change was requested by the Town to be made. Information will be included in the packet for the next meeting. Specs will be left at Town Hall for board members to review.

Ed Dumas Rutland Town Police Chief:

  1. Recent calls for service were provided.
  2. A speed cart report was sent to all board members as well.
  3. The budget sheets will be reviewed soon ahead of a committee meeting.

New Business: Board to discuss budget process for next fiscal year

  1. Mr. Terenzini said new budget sheets have been prepared and are ready for board members and department heads to pick up.
  2. Discussed when the budget planning meeting should occur. November 24th was discussed as a possible date.
  3. Mr. Denardo asked for the budget meeting to be held separately from the regular Select Board meeting. Tuesday November 17th will be warned for this purpose.

Mr. Terenzini discussed joining the Otter Creek district high speed internet broadband district program. There is no monetary commitment from the town. Ms. Ashcroft moved to add Rutland Town to the program. Ms. Russell seconded the motion. The motion passed 5-0.

Mr. Denardo said he was contacted by the Thomas family and they expressed their sincere thanks from their family for the proclamation from the town.

There being no other business, Mr. Faignant moved to adjourn. Ms. Russell seconded the motion. The motion passed 5-0. The meeting was adjourned at 6:40 PM.
