RUTLAND TOWN SELECTBOARD COMMITTEE MEETING

WATER AND SEWER COMMITTEE

TUESDAY NOVEMBER 2ND, 2021

The Water and Sewer Committee of the Rutland Town Select Board met at 9:00 AM on Tuesday November 2nd at the Rutland Town Municipal Town Hall. Present was Board Chair Mary Ashcroft, Board Clerk Joe Denardo, Board Member Don Chioffi, Town Lister Howard Burges, Town Road Commissioner Byron Hathaway, Administrative Assistant Bill Sweet, Rob Stubbins and Robert Clark from Otter Creek Engineering. There was a conference call line with a publicly accessible and warned phone number in use.

  • The committee reviewed the Post Road water line extension project
    1. Robert Clark from Otter creek Engineering was present and discussed the recent pressure measurement taken at the end of the existing 2” copper line.
    2. Data over the week sampled was very consistent. The average reading was 65 pounds of pressure. Usage at the school is not expected to affect these readings.
    3. There should be sufficient volume and pressure to serve up to 3 additional connections. Currently residents at 1401 and 1456 Post Road have asked about making a connection.
    4. Discussed the possible sources of the water issues being experienced. Both addresses have had their water tested and provided the results to the committee.
    5. Discussed upgrading the size of the supply line, in the area where a sidewalk is planned, to prevent the need to dig up the sidewalk. This would only be a phase of upgrading the line but could be done in stages. To upgrade the full line, it would need to go back to the connection behind the school.
    6. Discussed adding fire hydrants to the water line. An 8” main would be required to install hydrants.
    7. Robert Clark estimates it would cost up to $20,000 to extend the existing 2” water line past 1456 Post Road and up to 1401 Post Road, assuming no ledge was found.
    8. Adding houses past 1401 Post Road could lead to low pressure issues.
    9. Discussed an issue with the existing blow off valve. It should be replaced when this project is done. There is no blow off on the valve on the end of the line on the South side of Post Road.
    10. Directional bore should be an option to run the line under the road. It is more expensive but saves on paving costs.
    11. The committee will recommend to the full board extending the existing 2” line, using a new plastic line, to the residents at 1401 and 1456 Post Road as soon as possible.
    12. The new line would be terminated at a curb stop, and the property owners would be responsible for the connection to their house.
    13. The committee asked Robert Clark to write up a request for proposal for the project. Mr. Clark said it would cost approximately $2500 to do this.
    14. Discussed possible funding sources. They could come from the water fund or ARPA funds. The balance in the water fund is not currently know. Selectwoman Ashcroft and Selectman Chioffi were in favor of using ARPA funds. Selectman Denardo was not in favor of this.
  • The committee discussed the 3-acre rule affecting some town businesses.
    1. There is a forgivable loan program through the state.
    2. There are businesses in the town interested in partnering with the town in this program. The Notice of Intent window has been pushed back until June of 2022.
    3. There are not many towns interested in this.
  • Discussed the culvert under Route 7 South terminating in the Green Mount Plaza. The town is responsible for portions of the infrastructure.
  • The committee set the next meeting for November 17th at 9AM.
