RUTLAND TOWN SELECTBOARD COMMITTEE MEETING

HIGHWAY COMMITTEE

THURSDAY NOVEMBER 18th, 2021

The Highway Committee of the Rutland Town Selectboard met at 9:00 AM on Thursday November 18th, 2021, at the Rutland Town Municipal Town Hall. Present was Board Clerk Joe Denardo, Board Member Sharon Russell, Board member Don Chioffi, Town Road Commissioner Byron Hathaway, and Administrative Assistant Bill Sweet. There was a conference call line with a publicly accessible and warned phone number in use.

  • The committee reviewed proposed draft Highway Budget
    1. Road Commissioner Byron Hathaway presented the committee members with a proposed budget for 2022 – 2023
    2. Cost of living increases for payroll and materials were included but should be adjusted based on the decision of the board on increase rates.
    3. Discussed salt for winter road maintenance. An account has been started for this season and pricing is not expected to rise sharply. A purchase will be made prior to the end of this year in order to secure pricing. Our salt shed needs to be filled throughout the season because it is not large enough to hold a full season supply.
    4. Compensation for winter plow contractors needs to be discussed further, due to the possibility in the rise in fuel rates.
    5. Commissioner Hathaway gave some projections for the income category, including $400,000 expected reimbursement for Town Line Road projects.
  • Discussed the service road project between Randbury Road and Route 7 South.
    1. The electronic plans were never received, possibly because the Town did not finish the project.
    2. This is part of our MS4 stormwater area, and state funding was discussed to help with the project.
    3. Discussed possible funding sources to fund completing the engineering to be able to acquire the construction plans.
    4. A figure would be needed from the firm, VHB, on what would be needed to get the plans.
  • Selectwoman Russell moved to enter executive session to discuss a personnel matter. Selectman Denardo seconded the motion. The committee entered executive session at 9:35AM.
