RUTLAND TOWN SELECT BOARD COMMITTEE MEETING

BUILDING / HIGHWAY COMMITTEE

MONDAY FEBRUARY 5th, 2024

The Building / Highway Committee of the Rutland Town Select Board met at 9:00 AM on Monday February 5th, 2024, at the Municipal Town Hall. Present was Select Board Clerk Joe Denardo, Select Board Member Kurt Hathaway, Road Commissioner Dave Sears, Town Administrator Bill Sweet, members of the Town of Clarendon Select Board and Town of Clarendon residents.

  1. The Clarendon Select Board discussed a new request to the Committee for a winter road maintenance agreement for Quarterline Road.
    1. The request was for the Town to propose a rate to pay Clarendon for maintaining this section of road.
    2. The committee discussed it and has decided to go with the plan Commissioner Sears has been doing and his future plan, which has been discussed at previous meetings.
    3. The Clarendon Board and residents thanked the committee for their efforts.
  2. Generator connection costs for the Highway Garage.
    1. The initial cost to install the generator was paid for from the generator maintenance line.
    2. The costs consumed the entire budget line.
    3. After discussion, the committee will recommend to the Board moving the cost to the Highway Garage maintenance line.
  3. Discussed the municipal project manager role for the Route 7 North sidewalk project.
    1. The list of responsibilities from the State is extensive.
    2. Commissioner Sears said it would be difficult to complete this work, in addition to his regular job.
    3. The thought was to use his salary as our in-kind matching funds for the grant.
    4. Discussed using the State At-The-Ready list for MPMs. The committee would like to use the vendor who created the scoping study if they are on the list.
  4. Reviewed 2 policies which have had some small updates.
    1. The Mailbox Damage and Class 4 Road maintenance policies had some minor language and format updates.
    2. Commissioner Sears reviewed them and approved the changes.
    3. Only 1 mailbox has had to be replaced this year.
    4. The committee will recommend to the Board approving the updates to these policies.
  5. Discussed publishing the State statute prohibiting plowing of snow from private driveways across Town roads. This will be added to our website.
  6. The new speed signs for the school area were installed recently and have been programmed.
  7. The new truck for the Highway department should be in at the end of February.
  8. Reviewed the mowing bids received for Town properties.
    1. 5 bids were received.
      1. Clarks Seasonal Impact bid $3600.
      2. Connor Gallipo bid $4600.
      3. Haven Hill Property Management bid $6600.
      4. Central Vermont Property Management bid $9633.85.
      5. Intrinsic Property Management bid $17,820.
  1. 2 bids submitted, Clarks Seasonal Impact and Intrinsic, did not meet specifications due to missing information.
  2. The committee will recommend to the Board approving the bid from Connor Gallipo.
