RUTLAND TOWN SELECT BOARD

BUILDING COMMITTEE MEETING

MONDAY OCTOBER 26th, 2020

The Building Committee of the Rutland Town Select Board met at 8:30 AM on Monday October 26th at the Municipal Town All. Present was Board Chair Joshua Terenzini, Board Member Joe Denardo, Town Administrative Assistant Bill Sweet, and Town Clerk and Treasurer Kari Clark

The committee discussed some current maintenance needs at the Town Hall.

  1. Replacing the water fountain. Bill will get updated pricing on replacing the water fountain and then having the hallway repainted. After those projects are done, we will have the Clerk plaques rehung.
  2. Bugs and rodents. An exterminator was called and has come to spray the box elder beetles who are coming in the building, mainly downstairs. He will be hired at a rate of $65 per month to spray for the bugs and to install and maintain rodent traps around the office. A cleaning company is coming this coming Wednesday to deep clean the voting area.

The committee discussed the 5-year plan for Town Hall

  1. For 2020 – 2021
    1. Start work on a new memorial in front of Town Hall, adding panels for other veterans
      1. Discussed putting a separate line item on the ballot to allocate fund specifically for this project. We will talk with the Town of West Rutland regarding their design
    2. Contact firms who could come and give us some concept ideas for the remodel of downstairs. We would want to include windows, doors, removing the stage, new flooring, reinstalling restrooms, updating the kitchenette, meeting and voting space.
    3. Replacing furniture in the listers office.
      1. A quote was received in February of 2020 for new furniture (2 desks and 2 filing cabinets). The committee would like to recommend this move forward to the full board. Bill will contact the vendor to see if the pricing is still valid and provide the information to the board at the next meeting.
    4. Kari said NEMRC plans to launch a program in the near future which would allow us to digitize our land records, and it is predicted to cost much less than originally anticipated.
      1. The committee discussed what records would and would not be included that would go online. More information will be brought to the committee when it becomes available.
    5. Replacing the fluorescent light fixtures in the Listers office, Admin office and Board room with new LED style fixtures, similar to what was installed in the hallway and Clerks office.
      1. Bill will contact an electrician to get an estimate on completing the work.
  1. For 2021 – 2022
    1. Updating ceiling tiles around the upstairs.
    2. Repairing concrete near the front door and at the base of the rear stairs.
    3. Reinstalling and securing a door to the space under the back stairs and using this to store the trash and recycling cans.
    4. Resealing the office driveway
    5. Bill will contact vendors to get pricing on these projects.
    6. Rekeying the interior doors, except for the Police office, so there is an ability to have master key access. Currently each door inside the building has a different key.
  2. Discussed rebidding the cleaning service for Town Hall. We have had our current vendor for approximately 4 years and some deficiencies in the service have been noted. A letter will be sent to them addressing this and if improvement is not noted, the service will be put out to bid.
