RUTLAND TOWN SELECT BOARD COMMITTEE MEETING
HIGHWAY COMMITTEE
MONDAY JULY 29th, 2024
The Highway Committee of the Rutland Town Select Board met at 9:00 AM on Monday July 29th, 2024, at the Municipal Town Hall. Select Board Clerk Joe Denardo, Select Board Member Kurt Hathaway, Road Commissioner Dave Sears, Town Administrator Bill Sweet, and Chris Taft from VTrans were present.
The Committee discussed the western intersection of Simons Ave and Business Route 4.
- Discussed plans to move the western intersection to help with traffic and speed issues coming off Business Route 4.
- The adjoining landowner is very willing to work with the Town on this.
- A contact for a right-of way discussion for the railroad property will be forwarded to us.
- Discussed the permitting process through the State. There would be no cost for the Municipality.
Commissioner Sears presented a form which could be used by Town residents to request a delivery of fill to their property.
- Discussed parameters for how it can be allocated, scheduled and delivered.
- A small cost would be appropriate, which could cover the cost of delivery.
- Commissioner Sears will work out details of the process.
The committee discussed the loader, which is currently waiting to be returned to Town after repairs.
- The Town Loader was recently repaired, for a cost of $12,900. The hydraulic actuated control valve was defective.
- The expense will come from the maintenance line. This will overspend the line but there is a sufficient balance in carryover to cover the additional expense.
- The depreciation account contributions will be brought up at budgeting time.
- Discussed the replacement plan for the loader and the 7-yard trucks.
- Discussed the purchase of an excavator and what the best way to do it would be.
Reviewed an updated draft of the driveway access permit.
- The new form collects data better and gives clearer instructions.
- The committee will bring this up at the next Board meeting.
- Discussed establishing a policy or ordinance about excavation in the right of way.
Reviewed the progress of building the shared use path into Northwood Park and the Post Road sidewalk.
Roadside mowing will be starting again soon.
