RUTLAND TOWN SELECTBOARD COMMITTEE MEETING

HIGHWAY COMMITTEE

MONDAY FEBRUARY 13th, 2023

The Highway Committee of the Rutland Town Selectboard met at 9:00 AM on Monday February 13th, 2023, at the Municipal Town Hall. Present was Selectboard Member Joe Denardo, Mary Ashcroft, Selectboard Member Kurt Hathaway, Road Commissioner Dave Sears, and Town Administrator Bill Sweet.

  1. Discussed plans for the 2023 paving season.
    1. Using historical road resurfacing data and current road conditions, several roads have been identified as needing to be resurfaced.
    2. Travis Terrace, Barrett Hill and Flory Heights have all been identified with the biggest need, and are in close proximity which will help keep costs down.
    3. East Pittsford Road needs to be done. There is a grant opportunity available for this that we will be applying for. It is estimated to cost $181,000 for East Pittsford Road.
    4. Town Line Road will be paved this year, using grant funds already awarded.
  2. Discussed allowing the proposed additional person in the Highway budget to be hired shortly after voting, if the budget passes. There are savings in payroll due to recent staffing changes which could be used for this position until the new budget starts. The new on-call reimbursement rate could be started as well.
  3. Discussed helping prospective employees acquire their CDL license. There are several options and paths available. No decision was made.
  4. Discussed the recommendation from VLCT to make some of our ordinances a policy instead.
    1. The Streets and Sidewalks Ordinance is referenced several times in our Subdivision Ordinance and some updates to it are needed.
    2. Discussed changes to existing ordinances and policies. No decision was made.
  5. Discussed a community grant opportunity through AARP. Some of the items grants can fund are flashing beacons for crosswalks and permanent speed detection signs. The committee was in favor of applying for the grants.
  6. Discussed the Class 4 section of Quarterline Road. We have received several calls about upgrading and maintaining the short Class 4 section. No action was taken.
