RUTLAND TOWN SELECTBOARD COMMITTEE MEETING

HIGHWAY COMMITTEE

FEBRUARY 7th, 2025

The Highway Committee of the Rutland Town Selectboard met at 9:30 AM on Friday February 7th, 2025, at the Municipal Town Hall. Present was Selectboard Clerk Joe Denardo, Town Road Commissioner Dave Sears, Robert Clark from Otter Creek Engineering and Chris Taft from VTrans.

The committee discussed the sewer line issue under US Route 7 South by the Days Inn.

  • There is an issue with the line running under Route 7.
  • The volume of water coming from the car wash is approximately 600 gallons per hour when they are very busy.
  • The line has a plug which restricts the flow, and the manhole on the East side of 7 backs up.
  • It has been cleared numerous times using a contractor, but the problem persists.
  • The section of pipe which is causing the issue is underneath a lane of Route 7 South.
  • It is a 6-inch pipe which is approximately 15’ under the road.
  • While the manhole was open with the contractor on site recently, discharge from the carwash started coming and it contained a variety of foreign material all of which should have been filtered out in their system.
  • An inspection of the facility may be needed to check and ensure the screens are in place.
  • VTrans requires an attempt at boring three times to install a sleeve before they allow open cutting the road. A sleeve will be required for a new pipe.
  • Discussed options for the best way to replace or repair the line. Open cutting the road would be a very extensive project.
  • A screen is being added to the manhole in the carwash parking lot to catch any debris from going downstream. If it backs up, they are the exclusive connection to that point.
  • Otter Creek Engineering can work on surveying the site to determine what utilities are in the area to help develop a plan. A pump station, directional boring, and open cutting are some of the options.

Discussed options for restriping sections of Business Route 4.

  • The width of Business 4 from the City / Town line to East Proctor Road could be restriped to include the same center turn lane to the East.
  • Chris said the Town would need to submit a proposal to VTrans which would be given to the traffic engineers.

Discussed the options for reconfiguring the exit from the Green Mountain Plaza.

  • A proposal from the Town would be needed. The traffic study will be sent to VTrans.
