RUTLAND TOWN SELECTBOARD COMMITTEE MEETING

PERSONNEL AND HIGHWAY COMMITTEES

TUESDAY DECEMBER  28^TH, 2021

The Personnel and Highway Committees of the Rutland Town Selectboard met at 9:00 AM on Tuesday December 28^th at the Rutland Town Municipal Town Hall. Present was Board Clerk Joe Denardo, Board Member Don Chioffi, Board Member Sharon Russell, Town Road Commissioner Byron Hathaway, and Town Administrative Assistant Bill Sweet.

• The committee members discussed going into executive session to discuss the benefit payout request. Mr. Hathaway objected to it and asked for it to be in open meeting. Selectman Chioffi and Selectwoman Russell felt it should be discussed in executive session. After further discussion, it was decided the discussion would not be in executive session.
• Discussed the payout of benefit time to Commissioner Hathaway, with his pending retirement.
  1. The benefit time (sick and vacation) cycle starts July 1^st.
  2. The current personnel policy has not been updated to reflect a decision made by the board to change the amount of allowable carryover of sick time from 10 days to 20 days a year.
  3. The current policy does not specifically address the payout of benefit time if an employee leaves mid-year. The committee agreed the current policy needs to be updated.
  4. The time sheets submitted by Commissioner Hathaway prior to his vacation starting in November were reviewed.
  5. After discussing a variety of scenarios and situations for accrual and payout options, the committee will recommend to the board paying the 24 vacation and 120 sick days as originally request by Commissioner Hathaway.

The meeting adjourned at 9:40 AM.
