TOWN OF RUTLAND PLANNING COMMISSION
MEETING MINUTES
DATE: January 27th, 2022
LOCATION: Town Hall and a publicly accessible conference line
OPEN MEETING 6:30 P.M.
Commission Members Present: Chair Barbara Pulling, Dana Peterson, Jerry Stearns, Howard Burgess, Sherman Hunter, Andy McKane, Mary Beth Poli, and Norman Cohen. Mr. Cohen was not a voting member for this meeting.
Members of the Public Present: None
Approval of the Agenda:
Mr. Stearns moved to approve the agenda. Mr. McKane seconded the motion. The motion passed unanimously.
Old Business: Grandpas Knob Wind Community- Cold River RD Viewshed Simulation
- Discussed the new simulations sent by the developer to the group, they are also posted on the projects website.
- The location the viewshed simulation was taken from was not immediately clear but is thought to be from the area of the Hubbard property on Cold River Road. The Commission agreed this may not be an accurate representation of the view of the project and Ms. Pulling will be following up with them again.
Old Business: Subcommittee report on Building Notification Ordinance
- The committee had 4 original members; Mr. Cohen has asked to and was allowed to leave the committee.
- The scope of the permit, and responsibility of people named in it are still being worked out. It was suggested to come up with some draft language to have it reviewed by VLCT staff attorneys and our town counsel.
- There have been no meetings of the subcommittee yet.
- The new members will be Mr. Burgess, Mr. McKane, and Mr. Stearns.
- A resident has discussed some issues he has with an adjacent property and some large animals on it. He has inquired about the potential of the new ordinance. After some discussion, he will be invited to a future meeting to discuss his concerns.
Old Business: Subcommittee report on Enhanced Energy Plan
- The subcommittee of Mr. Cohen, Ms. Pulling and Mr. Hunter has met once already and plan to meet again next week to work on the survey of energy priorities to be sent to town residents.

- Nothing new to report
Old Business: Pocket Park Update
- There was a meeting recently between Green Mountain Power, Mary Ashcroft and Ms. Pulling.
- A draft MOU for access on the site is being drafted.
- GMP still needs to do additional assessments of the area as part of the dam relicensing. There are some questions on costs and the responsibility of those costs to still be worked out.
- A public meeting has been scheduled for March 3rd and will be at Town Hall and it will have a virtual option. GMP is looking forward to the next phase of designs.
Announcements
- Mary Beth Poli reported on her work with the mountain bike trail Act 250 amendment application for Northwood Park. She has been reviewing input and should have it ready soon.
- Mary Beth Poli reported on her work with the Velemont Trial Association. It involves a variety of people from various towns working to get the trail system established and connected. Meeting with individual towns have begun, and she will be meeting with the Town Selectboard soon to discuss the project. The goal of the project is to develop a trail system which connects Killington all the way to Poultney.
- Discussed a wastewater permit received for a property off of Killington Avenue. Mr. Burgess sent a letter to the owner about the need for a subdivision permit. No response has been received. Mr. Burgess will follow up with them.
Approval of Minutes January 6th, 2022:
Mr. Peterson moved to approve the minutes. Mr. Stearns seconded the motion. After a brief discussion, there are no changes. The motion passed unanimously. Mr. McKane abstained from the vote.

The meeting adjourned at 7:23 PM.
