TOWN OF RUTLAND PLANNING COMMISSION

MEETING MINUTES

 

DATE: November 16^th, 2023

LOCATION: Town Hall and a publicly accessible conference line

OPEN MEETING 6:30 P.M.

 

Commission Members Present: Chair Barbara Pulling, Dana Peterson, Howard Burgess, Andy McKane, Jerry Stearns, Mary Beth Poli, Norm Cohen and Jim Hall. All members are voting members for this meeting.

Members of the Public Present:  None

Approval of the Agenda:

A discussion for budget planning was added to the agenda. Mr. Peterson moved to approve the agenda as amended. Mr. McKane seconded the motion. The motion passed unanimously.

New Business: Site visit to the Post Road Solar project site.  

1. The setback and screening plan seems reasonable.
2. Discussed access issues. Once construction is over there would likely be little traffic in and out.
3. The array will occupy 12 to 14 acres and does not seem to be appropriate for uses other than farming and solar.
4. The panels will be in a fixed position facing south and starting 100’ off of Route 7.

New Business: Budget planning for FY 25

1. Discussed the expenses from years past, and the current fiscal year.
2. After discussion, Mr. McKane moved to submit the budget with no changes from last year. Mr. Stearns seconded the motion. The motion passed unanimously.

Old Business: Review the river corridor addresses

1. After removing properties which cant be covered by the regulations, there are 44 total.
2. There are 28 residential and 14 industrial / commercial.
3. When it comes time to have information meetings and hearings, these two groups will be handled separately.

Announcements

The Select Board is having a site visit on Dyer Road for the purpose of throwing up this a Town Road. It will be November 27^th at 9AM, with time for testimony regarding this topic at the December 5^th Board meeting.

The next Planning Commission meeting is December 7^th. January 4^th, 2024, will be the meeting after. The meeting cycle will be based on the January date.

Approval of Minutes October 22^nd, 2023:

Mr. Peterson moved to approve the minutes. Mr. McKane seconded the motion. The motion passed unanimously.

Mr. Peterson moved to adjourn. Mr. Stearns seconded the motion.

The meeting adjourned at 7:22 PM.
