Planning Commission Minutes 12-5-2024

TOWN OF RUTLAND PLANNING COMMISSION

MEETING MINUTES

DATE: December 5^th, 2024

LOCATION: Town Hall and a publicly accessible conference line

OPEN MEETING 6:30 P.M.

Commission Members Present: Chair Barbara Pulling, Dana Peterson, Howard Burgess, Sherman Hunter, Andy McKane, and Norm Cohen. All members are voting members for this meeting.

Members of the Public Present:  None

Approval of the Agenda:

Mr. McKane moved to approve the agenda. Mr. Hunter seconded the motion.  A discussion on the subdivision ordinance review was added to old business. Mr. McKane moved to approve the agenda as amended. Mr. Hunter seconded the motion.  The motion passed unanimously.

Old Business: Pocket Park grant pre-application update

1. Discussed the initial plans and planned updates based on discussions with different individuals.
2. The application is due tomorrow night. The grant has a 20% local match and would likely be covered by all of the in kind work.
3. Discussed a variety of revisions, plans for parking, and updated routes for trails.

Old Business: Discussion on the subdivision ordinance changes from the town attorney

1. The town attorney gave a comprehensive review of the ordinance to us.
2. Discussed the implications of these comments and how they will impact the updated ordinance.
3. The subcommittee will meet again soon to continue the review of the feedback and how best to incorporate everything. The result of this will be a better understanding of what additional work will be needed to bring this into compliance.

Old Business: River Corridor Ordinance – question for Kyle Medash

1. Before Mr. Medash comes back to talk to the group, he has asked for any questions to be sent to him so he can put the information together for the group.
2. The draft ordinance document is extensive and there is a lot of work that will need to be done if this is adopted. It is unclear who will administer this and who will ultimately be responsible for the decision making.
3. After an extensive discussion, the Commission members were asked to review section 1 through 5 and be prepared to discusses them at the January 2^nd

Announcements

There will be an informational lecture coming up on River Corridors coordinated by the Science Pub. and sponsored by the Castleton library. More information will be available at the January 2^nd meeting.

Approval of Minutes November 14^th, 2024:

Mr. Peterson moved to approve the minutes. Mr. Cohen seconded the motion. The motion passed 5 – 0. Mr. McKane and Mr. Peterson abstained from the vote.

Adjournment:

Mr. Cohen moved to adjourn. Mr. Burgess seconded the motion. The meeting adjourned at 7:39PM.
