TOWN OF RUTLAND PLANNING COMMISSION

MEETING MINUTES

 

DATE: February 16th, 2023

LOCATION: Town Hall and a publicly accessible conference line

OPEN MEETING 6:30 P.M.

 

Commission Members Present: Chair Barbara Pulling, Dana Peterson, Jerry Stearns, Howard Burgess, Sherman Hunter, Andy McKane, Mary Beth Poli, and Norman Cohen. Mr. Cohen was not a voting member for this meeting.

Members of the Public Present:  None

Approval of the Agenda:

Mr. Peterson moved to approve the agenda. Mr. Hunter seconded the motion. There was a modification to the Sub-Division topic. It will be a discussion of the changes, not the final draft. Mr. Peterson moved to approve the agenda as amended. Mr. Burgess seconded the motion to amend and approve the agenda. The motion passed unanimously.

New Business: Revised Permit Tracking Ordinance

  1. The Selectboard asked for one additional review of the draft ordinance. Specifically in section 3, removing the word “animals” from the list under the definition of “building”. There are other regulatory issues this could impact.
  2. After discussion, Mr. Peterson moved to remove the word “animal” from line 35, page 1, of the draft ordinance. Mr. Stearns seconded the motion. The motion passed unanimously.
  3. The draft is now ready to go back to the Selectboard for approval and adoption.

New Business: Discuss creating a Short Term Rental Ordinance

  1. A list of some of the short-term rentals already identified in town, as well as copies of regulation from the Town of Plymouth and the Town of Killington, and Division of Fire Safety guidelines was given to the members.
  2. The implications of these properties on Town resources can affect most departments.
  3. There was extensive discussion on the topic.
  4. Information will be gathered for discussion at the next meeting.

Old Business: Review Subdivision Ordinance edits

  1. A summary of changes for discussion still needed was provided.
  2. There are items which should go through a legal review. Sections needing special attention for this will be identified.
  3. The list of remaining items was discussed, and updates made as appropriate. A final draft will be complied soon and sent to all members.

Old Business: Pocket Park Update

GMP appears to be coming to the end of its relicensing work for their hydro dam. Some questions have come up but should be resolved soon.

Announcements

The date for the 2023 Town Wide Celebration has been changed to August 19th.

The joint energy committee met recently to review the survey results and will make them available to the public. The Town Wide Celebration will be used to highlight some events.

The Carving Studio in West Rutland has offered a bench carved from stone to the Town.

Approval of Minutes January 26th, 2023:

Mr. Peterson moved to approve the minutes. Mr. Hunter seconded the motion. After a brief discussion, the motion passed unanimously.

Adjournment:

Mr. Burgess moved to adjourn. Mr. Stearns seconded the motion. The meeting adjourned at 8:17PM.
