TOWN OF RUTLAND PLANNING COMMISSION

MEETING MINUTES

 

DATE: March 30^th, 2023

LOCATION: Town Hall and a publicly accessible conference line

OPEN MEETING 6:30 P.M.

 

Commission Members Present: Chair Barbara Pulling, Dana Peterson, Jerry Stearns, Howard Burgess, Andy McKane, Mary Beth Poli, and Norman Cohen. All members are a voting member for this meeting.

Members of the Public Present:  None

Approval of the Agenda:

Mr. Peterson moved to approve the agenda. Mr. Burgess seconded the motion. The motion passed unanimously.

Old Business: Review the new Short Term Rental Ordinance draft.

1. An updated draft was provided to review. The recent suggested changes have all been included.
2. Some vendors are being talked to that can assist with identifying all the rental properties in town.
3. Discussed the planned public information meeting on April 20^th. After some discussion, the meeting will be pushed back to the following Planning Commission meeting on May 11^th.
4. We have received some feedback from State inspectors regarding the inspection process. We expect to have more information for the next meeting.
5. Some definitions are still needed but appropriate ones have not been found yet.

Old Business: Present the Permit Tracking Ordinance Amendments to the Select Board

1. The updated ordinance was presented to the Board at the meeting earlier this week.
2. The Board approved the amendments with a 3 to 2 vote.

Old Business: Review the final draft of the Sub Division Ordinance

1. A draft with all the changes included was provided to the members at the meeting tonight.
2. The clean version, the version with all the edits included, and an original version, will be sent to the Town Attorney for review.
3. Discussed creating an overview of the important changes to the document for the public meeting and discussions.
4. An addition was made to the utilities section to clarify scenarios that could qualify for a waiver.

Old Business: River Corridor ordinance outreach update.

1. Information on affected addresses and parcels was given out.
2. There are 42 structures in the river corridor area. Approximately 18 are used for commercial purposes.
3. Discussed targeting the residential and commercial properties separately and sending appropriate information to each of them.
4. We will need help from the Listers Office to give us the addresses for the parcel owners in the affected areas.

Old Business: Joint Energy Committee meeting update.

1. Planned activities for the Town Wide Celebration, including vendors and displays.
2. The school will be contacted to talk about energy programs as well

Announcements

Matt Getty has been appointed to the Select Board to replace Don Chioffi.

The Select Board reappointed all 4 Planning Commission members who were up.

Approval of Minutes March 9^th, 2023:

Mr. Peterson moved to approve the minutes. Mr. Stearns seconded the motion. The motion passed unanimously.

Mr. Peterson moved to adjourn. Mr. Stearns seconded the motion. The meeting adjourned at 7:42PM.
