TOWN OF RUTLAND PLANNING COMMISSION

MEETING MINUTES

 

DATE: September 14th, 2023

LOCATION: Town Hall and a publicly accessible conference line

OPEN MEETING 6:30 P.M.

 

Commission Members Present: Chair Barbara Pulling, Dana Peterson, Howard Burgess, Sherman Hunter, Andy McKane, Jerry Stearns, and Norm Cohen. All members are voting members for this meeting.

Members of the Public Present:  None

Approval of the Agenda:

Mr. Cohen moved to approve the agenda. Mr. Burgess seconded the motion. Approval of meeting minutes for August 3rd and August 17th needs to be added to the agenda. Mr. Cohen moved to amend the agenda. Mr. Burgess seconded the motion to amend. The motion passed unanimously.

Old Business: Update on the Short-Term Rental Ordinance

  1. The Town Attorney was contacted to discuss regulating long-term rentals as well. He said it is not possible because the State does not give the authority to Towns to regulate them.
  2. The Attorney was also asked about clarifying the penalty procedure section. He will help after there is a better understanding of the timeline to adoption as to reduce costs to the Town.

Old Business: Flood and River Corridor Regulations refresher

  1. The current regulations are outdated.
  2. There will be new maps from FEMA in the next few years and there will be negative implications if the Town does not adopt them.
  3. There was a PowerPoint presentation showing flood plains and a visual representation of what different terms mean.
  4. There is some proposed language available from the State for Towns without zoning.
  5. We have 42 structures within flood plains in the Town. State and federal properties are exempt. The number is fairly even between commercial and residential.
  6. There will be additional information and resources available at future meetings.

Announcements

The Select Board met recently with the owners of The Cortina Inn and are planning to do so again next week.

The former College of St. Joseph campus will have some renovation work done on it.

Mr. Peterson moved to approve the minutes. Mr. Hunter seconded the motion. The motion passed unanimously.

Mr. Peterson moved to approve the minutes. Mr. Hunter seconded the motion. The motion passed unanimously.

Adjournment:

Mr. Hunter moved to adjourn. Mr. Stearns seconded the motion. The meeting adjourned at 7:48 PM.
