RUTLAND TOWN SELECTBOARD COMMITTEE MEETING

POLICE COMMITTEE

MARCH 10th, 2025

The Police Committee of the Rutland Town Selectboard met at 10:00 AM on Monday March 10th, 2025, at the Municipal Town Hall. Present was Selectboard Chair Mary Ashcroft, Selectboard Member Matt Getty, Police Chief Ed Dumas and Deputy Police Chief Ted Washburn.

The committee reviewed the options for purchasing a new police cruiser.

  • Options for leasing or an outright purchase were reviewed. It is estimated there is $305,777.46 in the Cortina Inn fund. A $150,000 deduction must be made to cover costs in the current fiscal year budget. This would leave approximately $155,000 remaining.
  • A new cruiser is $72,819.61. This is a quote direct from McGovern who we have used to purchase a police and fire vehicle in the past.
  • After discussion, the committee will recommend to the full board purchasing the vehicle with the full cost to come from the Cortina fund.
  • The Cortina Inn is still not back open again. They have a follow up inspection soon which will determine if they reopen. If they do, payments will resume to the Town.

Discussed changing the manufacturer of side arms the department uses, due to some safety concerns.

  • Received a quote from a local firearms dealer. They would buy back from us what we have and sell us new guns and holsters. The final cost would be approximately $5400.
  • We would change from sigsauer to glock. There are a total of 7 guns.
  • Only 1 quote was solicited. There is only 1 other dealer in the State which could be used. An out-of-state dealer would be the next option.
  • After discussion, to ensure compliance with our purchasing policy, at least one more quote is needed.

Discussed policies which apply directly to the Police Department.

  • A Fair and Impartial Policing Policy was adopted by the department in May of 2024.
  • Discussed other policies which apply to our department.
  • A separate binder will be created to hold the Police specific policies.
  • Discussed the application of the policies.

Discussed a past request from the Child First Advocacy Center to provide an officer.

  • We have not received follow up on the request.
  • This will be brought up again if they renew the request.

Discussed the Town Alarm Ordinance and how it could apply to the Police Department.

  • Alarm systems are not currently registered by the Town.
  • The current draft will be reviewed by the Police to see if it would be useful to them.

The meeting adjourned at 11:18 AM.
