RUTLAND TOWN SELECT BOARD COMMITTEE MEETING
POLICE COMMITTEE
APRIL 5th, 2024
The Police Committee of the Rutland Town Select Board met at 11:30 AM on Friday April 5th, 2024, at the Municipal Town Hall. Present was Select Board Chair Mary Ashcroft, Select Board Member Matt Getty, and Town Police Chief Ed Dumas.
- Discussed a request from the Child First Advocacy Center to provide an officer to their agency.
- The director of CFAC, Wendy Loomis, has contacted Chief Dumas to ask him to consider hiring an officer, the cost of which would be paid for by CFAC grant funding. The current grant covers up to $80,000.
- This officer would work at their office but would be a Town Police Officer.
- There is one officer from the State Police working there. The City Police can only provide an officer on a very limited basis.
- Discussed the origin of authority for CFAC, and how investigative information is gathered and allowed to be shared.
- Discussed the scenario when Chief Dumas worked there.
- Discussed the budgeting process and how the Town could work within current budgets and the reimbursement process. This is a 40 hour a week position.
- CFAC covers the cost of any needed training.
- The committee would like to review the contract before making any recommendations.
- Discussed having the director come and talk to the committee.
- Discussed hiring a new Police Officer.
- The candidates will be updated as to the ongoing process of updating our Personnel Policy and the possible effects it many have on policies in the future.
- Discussed the interview process for these candidates, and meeting with the committee.
- Discussed issues being reported regarding pets at The Cortina Inn.
- It has been reported there may be more than 100 animals there.
- Discussed having the Health Officer make referrals to appropriate State agencies.
- The dogs there have not been registered with the Town.
- Discussed having veterinary services provided, the cost of which to be paid for by the hotel owners, right at the facility.
- Discussed how to get all the dogs registered correctly as well. No decision was made.
- There have been some cases of dogs biting people there.
- Discussed various options for remedies.
- Discussed reviewing the current contract with The Cortina Inn, and ensuring they meet each of the requirements and ensuring they are not in violation.
- Discussed inviting the owners into a Board meeting to over these topics.
- The committee will recommend to the full Board to invite the owners to a Board meeting.
- The committee entered executive session at 12:27 PM to discuss a personnel matter. The Police Chief will participate.
- The committee came out of executive session at 1:51.
The meeting adjourned at 1:51 PM.
