RUTLAND TOWN SELECTBOARD COMMITTEE MEETING

POLICE COMMITTEE

MONDAY AUGUST 22nd, 2022

The Police Committee of the Rutland Town Selectboard met at 9:00 AM on August 22nd at the Rutland Town Municipal Town Hall. Present was Board Chairman Don Chioffi, Board Clerk Joe Denardo, Town Police Chief Ed Dumas, Town Deputy Police Chief Ted Washburn, Town 1st Constable Mike Delehanty, Town 2nd Constable John Paul Faignant and Town Administrator Bill Sweet. There was a conference call line with a publicly accessible and warned phone number in use.

  • Discussed the reimbursement from 1st Constable Delehanty.
    1. Constable Delehanty, since being elected in March, had purchased equipment to outfit his truck for Constable duties.
    2. The process for submitting timesheets and reimbursement requests was not properly communicated to Constable Delehanty when he was first appointed.
    3. He had thought the reimbursement request was submitted so it would come from last fiscal years budget, but the request was not received in the office until mid-July 2022, after the close of the previous fiscal year.
    4. The budget for this fiscal year does not have enough to cover the full request.
    5. The total request is approximately $4200.
    6. There is not a way to apply these expenses to last year’s budget.
    7. After some discussion, the committee will recommend approving the reimbursement and having the line be in deficit for the end of the year.
    8. There are no additional expenses anticipated for this year.
  • Discussed the reimbursement rates for the Constables.
    1. The current rate is $9.50 per hour.
    2. The current FEMA schedule is up to $18.75.
    3. The Constables would like the new rate to be $17.50.
    4. After some discussion, $16.00 per hour with a retroactive date of August 1st was settled on and the Committee will recommend this to the full Board.
    5. Budget amounts will need to be discussed in detail when we plan for the next year’s budget.
    6. The Constables have mainly done traffic enforcement since our Full-Time officers have been so busy dealing with issues on the South end of Town.
    7. Discussed using funds from the expected settlement with the Cortina Inn towards additional patrol costs.
    8. Discussed having the Constables do directed patrols in key areas and using the Police overtime budget to cover these costs.
    9. Chairman Chioffi asked Constable Delehanty to attend Board meetings to give regular reports.
  • Constable Delehanty has purchased an iPad, so he has access to case information while on duty. Discussed having the data service paid through the Police communications budget. The committee was in favor of this.
  • Discussed the uses of any potential settlement funds from the Cortina Inn. The amount we may potentially get is not known yet.
