RUTLAND TOWN SELECTBOARD COMMITTEE MEETING

POLICE AND FINANCE COMMITTEES

JULY 8th, 2025

The Police and Finance Committees of the Rutland Town Selectboard met at 3:00 PM on Tuesday July  8th, 2025, at the Municipal Town Hall. Selectboard Chair Mary Ashcroft, Selectboard Member Matt Getty, Town Police Chief Ed Dumas, Town Deputy Police Chief Ted Washburn and Town Rec Director Mike Rowe were present

Reviewed the police budget balances from the end of the fiscal year. The committee will recommend the full board use the Cortina Inn settlement funds to cover the deficit and leave the remaining settlement balance. The amount of the deficit was $12,353.98. The balance of the settlement fund will be $41,964.77 not spent although budgeted.  There are no expenses budgeted from the settlement fund for this fiscal year.

Discussed the current situation at the Diamond Run Mall site. The building is not secure. There have been assaults and other issues occurring. The security company is no longer monitoring the site.

Reviewed the new 5-year plan. Some of the topics include officer retention programs, a scoping study to investigate recommendations for coverage, and officer health, wellness, and retention. Each topic had initial discussions. In depth discussions with more details for each topic is needed and will be held at future meetings.

Discussed how to do background checks for Rec employees, and which ones they should be done on. The town school and city rec have processes but the way their services work is not known. There was extensive discussion on what should be included in the requirements and added to the policy.

A property owner came to the police asking for help with a tenant issue. The police do not get involved with the type of issue they are experiencing.

Discussed impacts the town could see as a result of the new Walmart store opening.

A separate radio for the patrol room may be needed to allow better communication.

There is still no exact timing on the new cruiser.

The meeting adjourned at 5:07 PM.
