SUMMARY OF INCIDENT: On 11/10/20 at approximately 11:48 hours an Officer of the Rutland Town Police Department was dispatched to Tractor Supply, 1177 US Route 7 South, Within the Town of Rutland, VT for a reported retail theft. Store employees advised the suspect was walking on US Route 7 towards Rutland City wearing all black. Rutland Town Police located the male and identified him as Grover Pangburn, 45, of Rutland City, VT. Pangburn admitted to stealing and was issued a criminal citation to appear in Vermont Superior Court, Criminal Division to answer to the charge of Retail Theft.
