TOWN OF RUTLAND SELECT BOARD OPEN MEETING

- The meeting opened at 5:00 P.M. with the pledge of allegiance.
- Board members present Mary Ashcroft, Joe Denardo, Sharon Russell, and Matt Getty
Approval of Orders
The Board approved the orders.
Approval of Select Board Minutes for January 2nd:
Selectwoman Russell moved to approve the minutes. Selectman Getty seconded the motion. The motion passed 3 – 0.
Update from the Select Board Chair
Articles for The Circle were recently finished. This will be out before Town meeting and includes budget information.
Kari Clark Rutland Town Clerk and Treasurer:
- 94% of taxes have been collected so far.
- Deadlines for appropriations to be included on the March ballot is January 18th. Deadlines for petitions to run for office is January 29th.
- Presented liquor license applications from The Maple Angus and Jolley Associates. The Police Chief was not available to check with. Selectwoman Russell moved to table the topic until the next meeting. Selectman Getty seconded the motion. The motion passed 3 – 0.
Selectman Denardo joined the meeting at 5:07PM.
Barbara Pulling Rutland Town Planning Commission Chair:
The Housing Navigator Program survey for residents has been completed and is starting to be advertised.
Bill Sweet Town Administrator:
Provided a draft contract proposal from the Listers Office for Business Personal Property appraisal services. The Listers are not available tonight to talk about it. Selectwoman Russell moved to table the topic until the next meeting. Selectman Getty seconded the motion. The motion passed 4 – 0.
Police Committee meeting update:
Reviewed the request made at the Police Committee meeting for the purchase of a new firewall system. After discussion, Selectman Getty moved to approve the purchase from CDWG for $4739.14 with the funds to come from the current equipment line in the Police Budget. Selectwoman Russell seconded the motion. The motion passed 4 – 0.
Board to ratify the grant fund documents for the EOC portion on the Public Safety Building
A grant agreement for funds to cover the Emergency Operations Center portion of the new Public Safety Building has been received. Deputy Police Chief Washburn had signed the agreement to get it back on time. Selectman Getty moved to ratify the signature. Selectman Denardo seconded the motion. The motion passed 4 – 0.
Highway Committee meeting update:
Selectman Denardo reviewed the recent meeting. The Town of Clarendon brought a new proposal to the committee for review. The Committee discussed it and is recommending rejecting the offer. Selectman Denardo moved to reject the latest offer from the Town of Clarendon. Selectwoman Russell seconded the motion. The Highway crew will be taking a class on grader operations soon so they can do the work without hiring someone. The motion passed 4 – 0.
Board to discuss Town Buildings for warming and / or overnight shelters.
Discussed needs from recent storms where town residents need a warming shelter, or overnight accommodations. Considerations should be made for showers, and possibly laundry services. The Building committee will look into this as part of the downstairs renovations. The Town Emergency Management Director will be invited to a future meeting to discuss this further.
Reviewed the Certificate of Highway Mileage for 2023. Selectman Denardo moved to approve the document. Selectwoman Russell seconded the motion. The motion passed 4 – 0.
Selectman Getty moved to recess the meeting until the conclusion of budget presentation at the pre-town meeting. Selectwoman Russell seconded the motion. The motion passed 4 – 0. The meeting recessed at 5:40 PM.
The regular Board meeting resumed at 7:49PM.
Selectman Denardo moved to approve the warning as presented tonight. Selectwoman Russell seconded the motion. The motion passed 4 – 0.
Selectwoman Russell moved to adjourn. Selectman Denardo seconded the motion. The meeting adjourned at 7:50 PM.
