TOWN OF RUTLAND SELECT BOARD SPECIAL OPEN MEETING

This meeting had a virtual attendance option available for anyone to join.

  • The meeting opened at 5:00 P.M.
  • Board members present Mary Ashcroft, Joe Denardo, Sharon Russell, and Matt Getty

Board to set the warning for the McKinley Avenue Public Safety Building vote.

  1. The vote will take place on May 23rd, 2023. Information was sent to Board members with some proposed language and budgetary information.
  2. The costs have increased to $5,462,000. There are $222,000 in savings from changing building vendors. A 5% owners’ contingency of $262,000 has been added. The new total, which is expected to be the not to exceed amount, is $5,502,000.
  3. There are grants which have been approved and some are still pending. There are also Town funds which have already been allocated to the cost.
    1. We have $157,000 in grant funds which are approved for use towards the emergency management portion of the building.
  4. $132,527.91 has already been spent on engineering and architecture services.
  5. There is $771,231 in funds from the FY 2021 capital improvement funds. There is $543,599 in funds from the FY 2022 capital improvement funds. There is $350,000 anticipated from the 1% local option tax after the next installment is received. There is a $157,000 grant we are anticipating. This total is $1,821,830. There is $1,261,320 in ARPA funds still available.
  6. The total amount of funds available anticipated needing to be borrowed is $2,517,850.
  7. Discussed what the wording on the ballot should be.
    1. After a lengthy discussion Selectman Denardo moved to have it state “Shall the Town of Rutland replace the McKinley Avenue Fire Station with a Public Safety Building to house the Rutland Town Fire and Police Department at a cost not to exceed $5,502,000 and to be paid for by Federal American Rescue Plan Act grant funds, and interest thereon, the Towns Capital Project Reserve Account, and any grant funds obtained, with the balance of up to $2,517,850 to be funded by the issuance of bonds or promissory notes.” Selectman Getty seconded the motion. After discussion the motion passed 4 – 0.
  8. The warning needs to be signed by Thursday by the Board members.

Board to review letter of support for the Route 7 North sidewalk project.

  1. The letter is needed to support the state construction grant application.
  2. Selectman Denardo moved to approve signing the letter. Selectwoman Russell seconded the motion. The motion passed 4 – 0.

Board to review contract with Northstar Fireworks for the annual fireworks display.

  1. The contract is for a display on July 2nd, with a rain date of July 9th for a cost of $12,500.
  2. Selectwoman Russell moved to approve the contract and to authorize the Chair to sign on behalf of the Board. Selectman Denardo seconded the motion. The motion passed 3 – 0.

The Board has received an offer to purchase a 30-acre parcel in the area of Route 7 North. The Chair will discuss the offer with Town Counsel to determine how a sale could be handled.

Selectwoman Russell moved to adjourn. Selectman Getty seconded the motion. The motion passed unanimously. The meeting adjourned at 6:24 PM.
