- The meeting opened at 6:00 P.M. with the pledge of allegiance.
- Board members present Joe Denardo, Kurt Hathaway, and Matt Getty
Approval of Orders
The Board approved the orders.
Approval of Select Board Minutes for June 18th:
A quorum of members present from this meeting are not present tonight. This will be moved to the next meeting.
Barbara Pulling Rutland Town Planning Commission Chair:
- The Pocket Park project is still moving forward. An archaeological survey was completed recently and there were no major concerns. Some additional review may need to be done depending on the scope of the project.
- River corridor legislation has recently passed statewide. There will be outreach done by the state over the next few years. Based on a recommendation from the State, the Commission will still move forward with local regulations.
Mike Rowe Rutland Town Recreation Director:
- The first round of swimming lessons went very well.
- A senior luncheon is planned for July 23rd at the pool.
- Thanked Mark Foley for donating ice cream to the pool for them to use. He has retired from the Happy Cow Cone truck. He was a great addition to the Town Wide Celebration.
- The pool is open from 12PM to 5PM on July 4th. There are no fireworks at the park on July 4th. They are on August 24th.
Selectman Getty advised the Board a trailer for the generator at the transfer station was purchased. The generator has been placed on it. Transfer Station Manager Larry Dell Veneri was able to get the trailer at a cost lower than anticipated.
David Sears Rutland Town Road Commissioner:
- Helped Mike Rowe reshape the hillside above the parking lot at Northwood Park.
- Completed some culvert and paving work on various streets.
- There was an unreported accident on Simons Ave which caused a lot of damage to the guardrails. It is not known who towed the car away. A contractor has been contacted to fix the damage.
- Attempts have been made to contact people at Gawets Marble to talk about reworking the intersection. Efforts have been unsuccessful so far.
- The roadside mower is back in operation and was out today.
- Provided a VTrans paving grant agreement for a section of Post Road. This is similar to what we have done in the past. Selectman Hathaway moved to accept the grant, and to authorize the Board Clerk to sign on behalf of the Board. Selectman Getty seconded the motion. The grant award is $115,200 and requires a 20% match. The motion passed 3 – 0.
- Reviewed the recent Highway Committee meeting.
- Discussed the Simons Avenue intersection. VTrans is willing to work with us.
- Discussed the sale of the 2015 F350. 1 bid was received for $9000 from Andrew Patch. The committee is recommending to the Board to accept the offer. Selectman Getty moved to accept the offer for the truck. Selectman Hathaway seconded the motion. The motion passed 3 – 0.
- Discussed the correspondence received from the Wynnmere HOA.
- There was some plow damage reported on Farnham Lane. It has been repaired.
Chris Clark Rutland Town Fire Chief:
- Hose testing was completed today. A follow up report is pending.
- People have been calling about the Town fireworks display.
Kari Clark Rutland Town Clerk and Treasurer:
- Provided and discussed estimated balances based on the end of the fiscal year.
- The last local options tax payment was received.
- It was $338,763.93.
- $1,200,000 was anticipated in the budget.
- The last local options tax payment was received.
- $1,617,157.99 was received in total for the last fiscal year.
- Anticipated income budgets were estimated when planning budgets and most lines came in well above projections.
- The balance in the Cortina Inn fund is $67,207.48 after covering the deficit in the Police budget.
- The projected carryover in the Highway budget is $330,536.
- Discussed options for how the unanticipated excess funds could be used.
- An updated capital improvement balance is not yet available.
Mike Delehanty Town 1st Constable
- Thanked the Town Fire, Police and Highway departments and others for their recent response to a hazardous situation by the Hampton Inn.
- A resolution for the building at Route 4 East and Gleason Road has not been reached. A site visit will be planned.
Ed Dumas Rutland Town Police Chief:
- Discussed some recent calls regarding concerning individuals.
- The School Resource Officer position has been posted, and 1 application has been received so far.
Selectman Denardo reported on information received from our Public Safety Building Clerk, John Paul Faignant. Our grant funding request for the surveillance system was not successful. Additional information is needed to understand if funding was accounted for already. The contractor is asking for the retainage to be reduced. After discussion, no decision will be made until the full Board can discuss it. This will be added to the next agenda.
Bill Sweet Town Administrator:
- Brookfield Services has given us a contract proposal for the coming year. It includes the new generator at the Public Safety Building. The service trips are consistent with other years. The total is $4804 if we pay by the end of July. Selectman Getty moved to approve the contract and to authorize the Clerk to sign it on behalf of the Board. Selectman Hathaway seconded the motion. The motion passed 3 – 0.
- The heat pumps at Town hall and the Center Rutland Fire Station were recently serviced.
- The generator at the Center Rutland Fire Station is waiting for a new starter.
- Town hall will be closed on Thursday, July 4th.
There was a recent personnel committee meeting. Progress is being made on the updated personnel manual.
Selectman Getty moved to enter executive session to hear legal advice from Town counsel on a contractual matter. Town Attorney Kevin Brown and Town Police Chief Ed Dumas will attend. Selectman Hathaway seconded the motion. The motion passed 3 – 0. The Board entered executive session at 7:18PM.
Upon leaving executive session, with no action being taken, Selectman Getty moved to adjourn. Selectman Hathaway seconded the motion. The motion passed 3 – 0. The meeting adjourned at 7:53 PM.
