TOWN OF RUTLAND SELECTBOARD OPEN MEETING

This meeting had a virtual attendance option available for anyone to join.
- Meeting opened at 6:00 P.M.
- Board members present Don Chioffi, Mary Ashcroft, Sharon Russell, and Kurt Hathaway
The Board met to discuss budget planning for the 2023 to 2024 fiscal year.
Discussed the benefits of digitizing land records, and our tax maps. We have 1 quote for digitizing land records and are waiting for a second one. We have a quote from the vendor who does our tax maps now for digitizing our tax maps. There may be some grants for assisting with digitizing land records.
Discussed cost of living increases for Town employees. Board members had made some proposals at earlier meetings, but no decisions have been made. After a lengthy discussion Selectwoman Russell moved to approve a 5.51% increase. Selectman Hathaway seconded the motion. After further discussion, Selectwoman Russell withdrew her motion. Selectman Hathaway withdrew his second. Selectwoman Ashcroft moved to approve a 6% pay rate increase. Selectman Hathaway seconded the motion. The motion passed 4 – 0.
The Board began reviewing the balance of the General budget items.
Discussed the supplemental office help position. It has been listed as a part time position but it has not been able to be filled. Discussed budgeting for a full-time position. The line will be increased to $30,000.
Selectwoman Russell left the meeting at 7:23 PM.
Discussed the budgets for the Constables. After a lengthy discussion, this will be brought up with them at the regular meeting next week, due to hours and duties needing to be clarified.
The transfer station attendant compensation lines will be broken out so there is a separate line for each of them.
Discussed the building maintenance line. While there are no major projects planned, discussed the long-term goal to remodel the downstairs. After some discussion, $40,000 will be allocated.
Discussed the allocation for general attorney services. After some discussion, $30,000 will be allocated.
Selectman Hathaway moved to adjourn. Selectwoman Ashcroft seconded the motion. The motion passed unanimously. The meeting adjourned at 8:13 PM.
