TOWN OF RUTLAND SELECTBOARD OPEN MEETING

RUTLAND TOWN MUNICIPAL TOWN HALL

SEPTEMBER 23rd, 2025

 

  • The meeting opened at 6:00 P.M. with the pledge of allegiance.
  • Board members present Mary Ashcroft, Joe Denardo, Sharon Russell, Kurt Hathaway, and Matt Getty
  • Members of the public present Lisa Knickerbocker, Shelley Dumas, Chris Howe

Approval of Selectboard Minutes for September 9th:

Selectman Getty moved to approve the minutes.  Selectwoman Russell seconded the motion. A correction was made regarding collaboration with the city. The motion carried 5 – 0.

Approval of Selectboard Minutes for September 16th

Selectman Getty moved to approve the minutes. Selectman Hathaway seconded the motion. The motion carried 5 – 0.

Approval of Orders

Selectman Denardo moved to approve the orders. Selectman Hathaway seconded the motion. The motion carried 5 – 0.

Update from the Selectboard Chair

Articles for The Circle were due last week,

We are invited to an open house for CFAC at their new location on Friday October 3rd.

Ed Dumas Rutland Town Police Chief:

  1. Officer Jimmy Plakas has been asked to hold a class on how to ensure accountability with the individuals who are on the sex offender registry. He will be holding class in Town for command level personnel from throughout the state.
  2. Some progress is being made on the homeless camps at the Diamond Run Mall.

Mike Rowe Rutland Town Recreation Director:

  1. Met with a vendor who designs and builds pools. He provided some initial ideas for what a replacement pool could look like.
  2. A vendor who will repair the broken tiles in the pool will be coming out to look at the damage and set up a time in the spring to come and complete the repairs.
  3. Discussed the replacement doors for Dewey Field. Other vendors have not reached out to Mr. Rowe. After discussion Selectman Denardo moved to accept the bid from Royals, if they are willing to honor it. Selectman Getty seconded the motion. The motion carried 5 – 0.
  4. The next Senior event is a trip up the Killington gondola to the peak.

David Sears Rutland Town Road Commissioner:

  1. The sewer replacement project is getting underway.
  2. Culvert cleaning work is continuing.
  3. Salt prices this year are up substantially from last year from Cargill. Other vendors are being looked at.
  4. Discussed the Stratton Road culvert project. The grant funding leaves us short $300,000. The plan will be to add half to the next budget and take the balance from the carryover. Selectman Denardo moved to accept the $200,000 grant from the State. Selectman Hathaway seconded the motion. The motion carried 5 – 0.

Marcia Chioffi Rutland Town Head Lister

  1. Tax map updates are being finalized and the new maps should be ready soon.
  2. Provided an errors and omissions form to be signed. The State has updated some of the value classification for utilities. This reflects the updates. Selectman Hathaway moved to approve the form. Selectwoman Russell seconded the motion. The motion carried 5 – 0.

Chris Clark Rutland Town Fire Chief:

  1. The pumps had their annual service done, testing will be done next month.
  2. Thanked the Highway department for their help in getting the new cascade system in the building.

Kari Clark Rutland Town Clerk and Treasurer:

  1. The first installment of taxes saw about 96% collected.
  2. Reviewed the orders for this week, there were some substantial payments.
  3. The audit is nearly complete. One report from the state is needed. The budget sheets needed to work on the next fiscal year budgets cant be created until the audit is done.
  4. Last week, a project to migrate our NEMRC data to the cloud was completed.

Joe Denardo Public Safety Building Clerk

  1. The cause of the damage to the wall in the foyer is still being investigated. One cause may be rainwater coming in. they are waiting for it to rain again to they can check.
  2. Concrete for the flagpole will be poured soon.

Bill Sweet Town Administrator:

  1. Reviewed the pending name change to Heather Lane. Several residents have provided feedback. The prevalent opinion of the residents is Crossman Drive Extension. Some address numbers could be changed as part of this to make their number more accurate. Discussed giving the residents the opportunity to come in again and talk about it with the Board.  A letter will be sent to the residents inviting them to a future Board meeting.
  2. Reviewed an E-911 numbering issue on Spring Brook Place. The addresses are even numbers but are on the left side of the road. This would require them to be odd. After discussion, the 2 residents will be sent a letter notifying them of the change.
  3. Provided the Certificate of Adoption for our Local Hazard Mitigation Plan. This documents officially adopts our plan, now that we have received approval from the State. Selectman Hathaway moved to approve the adoption and to authorize the Chair to sign on behalf of the Board. Selectman Getty seconded the motion. The motion carried 5 – 0.

 

Selectman Hathaway moved to adjourn. Selectman Denardo seconded the motion. The motion passed unanimously. The meeting adjourned at 7:31 PM.
