Selectboard Public Hearing on Subdivision Ordinance Amendment
Rutland Town Subdivision Bylaws Report
Notice on Rutland Town Subdivision Bylaws (Repeal and Replace)
Notice is hereby given by the Town of Rutland Selectboard of 2 public hearings on July 28th and August 11th, 2026, at 630PM at the Town of Rutland Municipal Town Hall in Center Rutland, VT.
This repeal and replace of the Rutland Town Subdivision Ordinance (last amended on May 24, 1999) proposes new bylaws to govern subdivisions in Rutland Town in conformance with 24 VSA §4441. The new Rutland Town Subdivision Bylaws clarify the definitions of minor and major subdivisions; include a more detailed definition and review process for boundary line adjustments; and, for the first time, require a Certificate of Subdivision Compliance for both minor and major subdivisions with infrastructure improvements (such as to roads, utilities or drainage) and may require a Performance Bond to ensure the project is completed as proposed.
The replacement bylaw also conforms with and furthers the goals of the Rutland Town Municipal Plan (adopted October 15, 2019) and is compatible with the proposed future land uses and densities of said municipal plan. The replacement bylaw applies to all lands within the Town of Rutland.
The Town of Rutland Subdivision Bylaws are organized as follows:
Section 1. Definitions
Section 2. General Provisions
Section 3. Subdivision Types (Major vs. Minor)
Section 4. Application Requirements
Section 5. Subdivision Application Procedures
Section 6. Procedures and Requirements for Plat Design, Submission and Processing
Section 7. Subdivision Application Standards & Design Requirements
The full text of the Bylaws may be examined at the Rutland Town Municipal Town Hall at 181 Business Route 4, Center Rutland, VT 05736 during regular office hours.
