TOWN OF RUTLAND SELECT BOARD OPEN MEETING
RUTLAND TOWN MUNICIPAL TOWN HALL

OCTOBER 16th, 2023
- The special meeting started at 5:00 P.M. with the pledge of allegiance.
- Board members present Mary Ashcroft, Joe Denardo, Sharon Russell, Kurt Hathaway, and Matt Getty
- Also present John Paul Faignant, Fire Chief Chris Clark, Assistant Fire Chief Larry Dell Veneri, Assistant Fire Chief Mike Carlson, Town Clerk & Treasurer Kari Clark, Town Head Lister Marcia Chioffi, and Town Delinquent Tax Collector Don Chioffi.
The purpose of this meeting is to discuss project plans and funding sources for the Public Safety Building.
Discussed the need for a retaining wall. The soil engineer initially included this, but based upon what was found during excavation a wall may not be needed. Initial excavation found suitable soil, but as excavation proceeded, unacceptable fill was found to be more extensive than anticipated. Replacing the fill took additional time, and the site is now waiting for concrete. The architect has not determined if a wall is still needed or not. Once a determination on the need for a wall is made we will know the impact of the cost of the project.
Discussed energy efficiency initiatives in the building. All specified appliances have a high energy efficiency rating. A special loan and interest rate may be available to purchase energy efficient products.
A grant for the emergency management center related costs has been secured.
Discussed what could be reused from the old fire station to the new. Not much was suitable. The generator has been relocated to the Highway garage.
Discussed issues related to construction of the Center Rutland Fire Station and the efforts taken to avoid them in this project.
There are no EV charging stations planned for the building.
Discussed bollards or barriers to protect the structure. Mr. Faignant will look to see what is included. The new building will be heated with propane. All the tanks are underground.
Discussed exterior signage and lighting.
Discussed having the ability to fill trucks from the tank inside the building. Options were discussed, no action was taken.
Mr. Faignant will send out an email to follow up with the questions.
Discussed the change from single phase to 3 phase power for the new building.
Discussed funding sources for the building, whether to go with a bond or a traditional loan. We need to solicit banks for rates, which needs to be done soon. A request for proposals will be put out for a $2.5 million loan. Bond bank applications are due by December 15th. Information for the bond bank application is needed and will be gathered.
Town Delinquent Tax Collector Don Chioffi received an email from an individual asking for some information he does not have. The request is for a copy of the mortgage foreclosure excess funds list. Mr. Chioffi does not maintain, nor have copies of the specific items requested. After discussion, this would be a land records research request and the person making the request would need to do that.
Selectman Hathaway moved to enter executive session to discuss pending litigation. Selectman Getty seconded the motion. The Board entered executive session at 6:09 PM.
After leaving executive session at 6:45 PM, with no action being taken, Selectman Hathaway moved to adjourn. Selectman Getty seconded the motion. The motion passed unanimously, and the meeting adjourned at 6:45 PM.
