Special Selectboard Meeting Minutes 4-29-2025
TOWN OF RUTLAND SELECTBOARD OPEN MEETING
RUTLAND TOWN MUNICIPAL TOWN HALL

APRIL 29th, 2025
The meeting opened at 6:00 P.M. with the pledge of allegiance.
- Board members present Mary Ashcroft, Joe Denardo, Sharon Russell, Kurt Hathaway, and Matt Getty
Road Commissioner Dave Sears was present to review plans to repair and update the failing sewer line on Route 7 South. The plans were created by Otter Creek Engineering. Permit documents are being prepared now. The State may only require 1 boring attempt before having to open cut the road. Additional manholes will be installed. No action is needed at this time.
The Board met with Steffanie Bourque from the Regional Planning Commission to discuss the updates to the Regional Plan. Steffanie reviewed the goals of the plan. Discussed Act 181 and how it impacts land use and development. New land use designations are being implemented and standard language use across the state. Rutland Town has the most transitional or infill designations in the county. The RRPC would like questions on or adjustments to the map need to be received by May 21st. Boundaries may be adjusted but not the categories.
Discussed the replacement of the Police Department firearms. Reviewed the quotes received and discussed at the Police Committee meeting. The committee is recommending the Blackdog quote of $7231. Selectman Getty moved to approve the quote of $7231 and the bill of sale with Blackdog as proposed by Deputy Chief Washburn with the funds to come from the police depreciation account. Selectwoman Russell seconded the motion. The motion passed 5 – 0.
Discussed the agreement for updated internet services for the public safety building. There is a $20 per month cost to implement it. Selectman Getty moved to approve the service and to authorize Bill Sweet to approve it on behalf of the Town. Selectwoman Russell seconded the motion. The motion passed 5 – 0.
Discussed the agreement for the tasers. The cost is $8019 per year for 5 years for a total of $40099.20. Selectman Denardo moved to approve the agreement and to authorize Chief Dumas to sign on behalf of the Town . Selectwoman Russell seconded the motion. The motion passed 5 – 0.
Discussed authorizing the copier service for the police admin office. After discussion, Selectwoman Russell moved to approve the agreement to authorize Bill Sweet to sign on behalf of the Town. Selectman Getty seconded the motion. The motion passed 5 – 0.
Discussed the public safety building change order for a pull station needing to be installed in a police garage bay. The work has been completed for a cost of $1622.94. Selectman Denardo moved to approve the change order and to be authorized to sign on behalf of the town. Selectwoman Russell seconded the motion. The motion passed 5 – 0.
Discussed a public safety building change order for the sprinkler pump transfer switch. No additional electrical work needs to be added. The total cost is $22,457. There is $83,282 available in the capital improvement fund. Selectman Denardo moved to approve the change order, to be paid for from the capital improvement fund, and to be authorized to sign on behalf of the town. Selectwoman Russell seconded the motion. After discussion, the motion passed 4 – 1. Selectman Hathaway voted against the motion.
Selectman Hathaway moved to adjourn. Selectman Getty seconded the motion. The motion passed unanimously. The meeting adjourned at 7:46 PM.
