TOWN OF RUTLAND SELECTBOARD SPECIAL MEETING

- The meeting opened at 5:00 P.M.
- Board members present Don Chioffi, Joe Denardo, Mary Ashcroft, and Sharon Russell
- Also present Town Clerk and Treasurer Kari Clark, Town Lister Howard Burgess, and Town Administrator Bill Sweet
New Business Board to discuss setting the tax rate
The tax rate calculations were presented to the Board for approval. This calculation includes the new depreciation amount for the Recreation Department, the voter approved reduction in the cash to open balance, and all the appropriations. Factoring in the new school tax rate given by the State, the overall tax rate is down for this coming year. There were increases in property and business personal property values year over year which helped the rate decrease
Selectwoman Ashcroft moved to approve the homestead tax rate of 0.2179, non-resident tax rate of 0.2179, homestead school tax rate of 1.13637, non-resident school tax rate of 1.5211, homestead local agreement tax rate of 0.0009, and a non-resident local agreement tax rate of 0.0009 for a total homestead tax rate of 1.5825 and a total non-resident tax rate of 1.7399. Selectwoman Russell seconded the motion. This represents a 5.52% reduction in the homestead rate and a 3.96% reduction in the non-resident rate. The motion passed 4 – 0.
New Business Board to review power washing quote for Town Hall
A bid was received from Jeffs Impression for power washing of Town Hall for a total of $1400. Selectwoman Ashcroft moved to approve the bid. Selectwoman Russell seconded the motion. The motion passed 3 – 0.
New Business Board to discuss findings from the deliberative session regarding 282 Perkins Road
Selectwoman Ashcroft moved to enter a deliberative session to discuss the findings as presented. Selectwoman Russell seconded the motion. Selectman Denardo was not present for the original deliberative session so he will not participate in this discussion. The motion passed 3 – 0. The deliberative session began at 5:20 PM.
Upon leaving deliberative session at 5:25 PM Selectwoman Ashcroft moved to approve the findings of facts, conclusions of law and order related to 282 Perkins Road as drafted and presented to the Board, subject to review by the Town Attorney. Selectwoman Russell seconded the motion. The motion passed 3 – 0.
Selectwoman Russell thanked Selectwoman Ashcroft for her work to write these findings.
Selectwoman Ashcroft moved to adjourn Selectwoman Russell seconded the motion. The meeting adjourned at 5:28 PM.
